ECONOMIC DEVELOPMENT OFFICER T-10-52

Temporary for approximately 1 year

 

The successful applicant:

·          Responds to the economic development needs of local industries; responds to inquiries pertaining to plant expansions and reductions, labour and economic issues; provides information on economic and demographic data, City policies, by-laws, regulations, restrictions, fees.

·          Implements an effective local industry visitation program.

·          Conducts research for, updates and maintains economic data to be used in the municipal economic profile.

·          Assists in the production of promotional literature.

·          Participates in the implementation of the Economic Development Department’s computerized information system, in maintaining the data base, in inputting and retrieving data.

·          Assists and encourages small businesses in such areas as sourcing capital; identifying available space; accessing government assistance programs.

·          Assists companies to establish new facilities in Barrie; encourages companies to locate or expand in Barrie; assists in facilitating the purchase, servicing and sale of City and privately owned land for industrial and commercial development.

·          Assists in the formulation, preparation and implementation of an economic development strategy.

·          Participates, organizes and attends trade shows, conferences, seminars and workshops.

 

Applicants must have:

1.     A 3- year community college diploma (or, preferably, a degree) in business, marketing, urban planning/Geography.

2.     Must either have a Certificate in Economic Development or be willing to enroll in and complete the University of Waterloo’s certificate program.

3.     At least 2 years of closely related experience.

4.     Excellent organizing, communications, public relations and interpersonal skills.

5.     Proven ability to build effective working relationships with all stakeholders including industry and government officials, community leaders, members of the public and staff.

6.     Expertise with MS Office applications including Access, and the ability to skillfully manage database information related to economic development.

 

The normal hours of work are Monday through Friday (35 hours per week) in accordance with the Collective Agreement, and may include evening or weekend meetings as required.

The 2010 pay range is $60,897.20 to $72,927.40 per year ($33.46 to $40.07 per hour).

OPERATOR CLASS III (2 – VACANCIES)

 

The successful applicant:

·          As Operator in Charge, performs advanced duties in the day to day operation of the Water Pollution Control Centre (WPCC), pumping stations, sludge storage facility, sludge transfer operations and associated sewage collection systems.

·          Co-ordinates and keeps records associated with process monitoring.  Uses visual inspection and operates the Supervisory Control and Data Acquisition (SCADA) system to maintain and optimize the sewage treatment process. 

·          Ensures representative samples are taken from various points of the sewage treatment process, including raw sewage, final effluent, biosolids, sludge and digester gas.  Makes process modification decisions based on the results of these tests.

·          Co-ordinates routine laboratory testing of sewage samples and applies the results to WPPC optimization by performing calculations based on results and determining appropriate process changes to maintain optimal performance of the WPCC.

·          Ensures the integrity of Operator personal logs, station logs and WPCC Operator logs detailing work done and process changes made at the WPCC.  Identifies problems and performs routine process adjustments and makes recommendations.

·          Oversees routine inspections of equipment.  Compiles reports of malfunctioning equipment and makes recommendations on priority repairs.  Co-ordinates teams of Operating staff undertaking routine maintenance of equipment according to SOP’s.  Assists WPCC maintenance staff with larger maintenance and repair tasks as assigned.

·          Inspects, maintains, repairs and cleans buildings and facilities and ensures timely response to health and safety issues and concerns identified by staff.

·          Co-ordinates processes and activities at centres of concern including the Barrie Sports Park sewage facilities, the Barrie Sludge Facility; the Leachate Collection Facility at the Landfill site and other processes as identified.

·          Acts in the capacity of Operations Lead Hand or Supervisor Wastewater Operations as directed.

·          Deals with provincial inspectors to provide information on compliance monitoring, with independent and internal auditors to provide information re expenditures and plant performance, with the public to conduct plant tours and answer inquiries.  Deals with contacts in a courteous and efficient manner to promote a high standard of public relations at all times.

·          Maintains availability for overtime and standby responsibilities.  On an as needed basis, acts as Overall Responsible Operator as defined by Ontario Regulation 129/04 – Licensing of Sewage Works Operators under the Ontario Water Resources Act.

 

Applicants must have:

1.       Two years post secondary education and experience necessary to qualify for Wastewater Treatment Facility Operator Class III licence and Wastewater Collection Facility Class I licence (equivalent to a total of two years post secondary education). 

2.       Ministry of Environment Class III Wastewater Operator Licence in Wastewater Treatment Facility as well as Class I Operator Licence in Wastewater Collection Facility. 

3.       Four years experience as an Operator in a Wastewater Treatment facility, including two years as an Operator in Charge at a Class II, Class III or Class IV Wastewater Treatment facility.

4.       Excellent interpersonal, time management, analytical, problem solving, and staff leadership skills. Ability to communicate effectively both orally and in writing. 

5.       Valid Class “D” Driver’s License with a “Z” endorsement and a good driving record.

6.       Physical Fitness. Ability to wear Self Contained Breathing Apparatus.

7.       Computer literacy utilizing the Microsoft Office Suite (Word, Outlook, Excel). 

 

The 2010 pay range is $29.01 to $34.76 per hour.    The normal hours of work are 40 hours per week in accordance with the Collective Agreement.    As assigned, works a rotating shift schedule which may involve an afternoon/night shift, a 12 hour day/night shift or could be required to work other shift rotations as scheduled to cover part of a 24 hour 7days per week shift rotation.     In accordance with the terms of the current Collective Agreement, an Operator Class III is required to work overtime, rotating or special shifts and to respond to call-outs, as dictated by operational requirements.   Participation on a rotating on-call schedule will be required subject to operational requirements.
