The City has undertaken a process to revise it’s Official Plan to address new challenges in the future growth of the City as well as to bring it into conformity with Provincial policy, in particular the “Growth Plan for the Greater Golden Horseshoe” and amendments to the Planning Act. An Official Plan is a long range planning document that guides the use of land in the City as well as its future growth and development. It provides direction on how and where change and growth should take place and identifies the services and facilities needed to support the development of healthy and complete communities while setting out measures to conserve our natural and cultural heritage. The City of Barrie adopted a new Official Plan on June 22, 2009 in conformity with the Provincial Growth Plan: Places to Grow. This Plan was forwarded to the Ministry of Municipal Affairs and Housing for final approval. The Ministry approved the Plan, with modifications on April 23, 2010.
The Plan has subsequently been appealed to the Ontario Municipal Board principally on the basis that it does not fully conform to the Growth Plan, and also with regard to intensification policies. A Memorandum to General Committee (D09-OFF) on June 7, 2010 addresses the nature of the appeals and the issue of second suites as permitted in the approved Plan.
