On April 23, 2010 The Ministry of Municipal Affairs and Housing (MMAH) approved a new Official Plan for the City of Barrie.  Portions of the Plan have appealed to the Ontario Muncipal Board and are not considered to be in effect at this time.

Shaping the Future of Your City

The City has undertaken a process to revise its Official Plan to address new challenges in the future growth of the City as well as to bring it into conformity with Provincial policy, in particular the “Growth Plan for the Greater Golden Horseshoe” and amendments to the Planning Act.

An Official Plan is a long range planning document that guides the use of land in the City as well as its future growth and development.  It provides direction on how and where change and growth should take place and identifies the services and facilities needed to support the development of healthy and complete communities while setting out measures to conserve our natural and cultural heritage.

The City of Barrie adopted a new Official Plan on June 22, 2009 in conformity with the Provincial Growth Plan: Places to Grow.  This Plan was forwarded to the Ministry of Municipal Affairs and Housing for final approval.  The Ministry has now completed their review of the Plan and proposed a series of modification in keeping with matters of Provincial interest. As part of the process, the Ministry has requested that these modifications be reviewed by Council and any questions or concerns be forwarded for consideration.  The significant modifications relate to

a) Population distribution and densities

b) Settlement Area Boundary Expansion

c) Intensification Policies

d) The Lake Simcoe Protection Plan

e) Cultural Heritage resources

f) Renewable Energy and Alternate energy systems 

g) Waste Disposal Assessment areas

 A staff report (PLN013-10) which addresses the proposed modifications will be considered at General Committee on March 8, 2010

Community Improvement Plans

The City has developed three Community Improvement Plans (CIP's); Downtown: The Next Wave, Allandale Centre, and the Georgian College Neighbourhood.  The CIP's offer guidance in the form of development objectives for each community, and provide a future vision for the revitalization of these defined areas.

The Georgian College Neighbourhood Strategy and Community Improvement Plan are two documents prepared by the City to address the growing issue of student housing in the north east end of the City.  The objectives of these documents is to provide long term innovative solutions to this issue including incentives for the development of new privately run student residences, a detailed communication strategy, and ongoing enforcement of the City's various by-laws.

North Shore Trail Master Plan

In the spring of 2002, the City of Barrie retained E.S.G. International to develop a Master Plan for the North Shore Trail.  Three preliminary trail concepts were prepared and presented to a focus group consisting of neighbouring residents and trail users. Feedback from this meeting was consolidated into a fourth concept. The four concepts were presented at a Public Meeting on March 20, 2002. The results from the public meeting were tallied and later presented to Council during the presentation of the Final Concept.

In April of 2002, staff met with several advisory committees of Council to review the four concepts. The committees consulted included the Waterfront Advisory Committee and The Trans Canada Trail Committee, the Accessibility Advisory Committee and the Transportation Advisory Committee. Comments from these committees were incorporated into a Final Concept.  The North Shore Trail Final Concept - Multi-Use Trail was presented to Council in June 2002 and was approved.
