Mapleview Drive East Improvements
(Welham Road to Huronia Road)
Background
The improvements of Mapleview Drive East were identified as being required in a Transportation Study that was prepared for the City of Barrie in April 1999. The study found that Mapleview Drive East was approaching capacity for a 2-lane road and identified deficiencies such as poor pavement structure and lack of sidewalks, watermains, storm sewers and sanitary sewers. Subsequent to the Transportation Study, a Class Environmental Assessment was completed in August 2007 for Mapleview Drive East from Bayview Drive to Yonge Street. The recommendation was for reconstruction and widening to be undertaken in phases.
The first phase, between Bayview Drive and Welham Road, has been completed. In an on-going effort to achieve the recommended development of Mapleview Drive East, the second phase from Welham Road to Huronia Road will widen the road to 3 lanes in each direction with turning lanes at signalized intersections. As part of this development a railway bridge will be constructed to provide uninterrupted flow of road and rail traffic; watermain will be installed to provide additional water volume, sanitary sewer will be installed to provide effective waste water management, and a concrete culvert at Lovers Creek tributary will be constructed to improve the storm water management.
The Corporation of the City of Barrie has contracted with Arnott Construction Ltd. for the various improvements on Mapleview Drive East from Welham Road to Huronia Road.
Construction commenced on July 18, 2011 and completion is anticipated in August 2012.
Staging and Timelines
The project works have been divided into the following stages:
Miscellaneous Project Requirements - Works commenced in July 2011 with an anticipated completion date of spring 2012.
- Clear and grub existing vegetation;
- Installation and maintenance of siltation controls; and,
- Installation of dewatering system and perform required dewatering.
Temporary Diversion Road Works - Works commenced in July 2011 and were completed in September 2011.
- Construction of a paved temporary two lane diversion road; and,
- Installation of temporary street lighting.
Box Culvert and Channel Works - Works commenced in August 2011 with an anticipated completion date of July 2012.
- Construction of new concrete culvert;
- Construction of channel realignment; and,
- Planting of shrubs.
Railway Bridge Works - Works commenced in September 2011 with an anticipated completion date of May 2012.
- Shoring and excavation for grade separation;
- Installation of temporary steel girder spans;
- Construction of footings, abutments, piers, and retaining walls for rail bridge; and,
- Installation of permanent steel girder spans.
Road Reconstruction and Widening Works - Works commenced in August 2011 with an anticipated completion date of August 2012.
- Installation of watermain and water services;
- Installation of sanitary sewer and services;
- Installation of storm sewer and catchbasins;
- Construction of retaining walls;
- Excavation of roadway, placement of granular road base, installation of concrete curbs and sidewalks, asphalt paving of road, and installation of pavement markings; and,
- Installation of street lighting and traffic signals.
Scope of Works
- Reconstruction and widening of Mapleview Drive East from two to six lanes, including curb, gutter, sidewalk, street lighting and traffic signals;
- Construction of road base and asphalt paving;
- Retaining wall construction at several locations on both sides of the roadway;
- Installation of storm and sanitary sewers including drainage structures;
- Installation of watermain between Welham Road and Huronia Road;
- Construction of concrete culvert crossing including channel restoration works for the Lovers Creek tributary just east of Welham Road;
- Construction of a lighted and paved temporary two lane diversion road around the grade separation at the rail crossing; and,
- Construction of a railway bridge to span over Mapleview Drive East at existing railway line location;
Project Team
The City of Barrie is carrying out the contract administration and inspection for the overall project. AECOM Canada has been retained to provide railway bridge inspection and structural expertise for the structural aspects of the project. Azimuth Environmental Consulting Inc. has been retained to provide environmental expertise for the environmentally sensitive aspects of this project.
Current Project Status
Regular updates will be provided on this web page. As of May 18, 2012 the Mapleview Drive East Improvements works completed to date are:
- The City of Barrie has entered into a contract with Arnott Construction Ltd. to undertake the construction of this project;
- A pre-construction meeting was held on June 22, 2011;
- Bi-weekly construction meetings have commenced as of July 22, 2011;
- Construction commenced on July 18, 2011 with clearing/grubbing and siltation control installations;
- Temporary traffic signal works completed at Huronia and Mapleview intersection;
- Clearing and grubbing completed on the north side of Mapleview Drive from Huronia Road to the rail tracks;
- Construction of temporary diversion road completed. Traffic rerouted on to diversion road on September 16, 2011;
- Tie up of watermain completed on Wednesday, October 19, 2011;
- Storm and sanitary works have been completed from Mapleview and Huronia to #207 Mapleview Drive;
- Paving from railway line to Huronia Road/Mapleview Drive completed on Thursday, November 18, 2011;
- Railway car is running on the temporary spans;
- Construction of culvert completed on Thursday, December 1, 2011;
- Both sides of culvert open for traffic on December 3, 2011;
- Miscellaneous concrete works such as bus pad, light pole, and sidewalk at Mapleview Drive/Huronia Road completed on December 5, 2011;
- Tie back for grade separation completed on February 29, 2012;
- Excavation and lagging for grade separation completed on March 16, 2012;
- South abutment of railway bridge completed on April 27, 2012; and,
- North abutment and pier of railway bridge completed on May 10, 2012.
Works Forecasted for the week of May 21, 2012 are:
- Excavation for grade separation scheduled to continue;
- Backfilling for abutment wall of railway bridge scheduled to continue;
- Remove of temporary span and installation of permanent span for railway bridge scheduled to be complete;
- Restoration works scheduled to continue;
- Installation of ballast wall scheduled to continue; and,
- Installation of handrails, gratings on the permanent span scheduled to continue.
