External Road Improvements

Bayview Drive and Mapleview Drive

Background

Park Place is a development planned for the former Molson Park property by North American (Park Place) Corporation. As part of the development process, the Ontario Municipal Board’s (OMB) decision to approve the Park Place rezoning application required the implementation of 11 transportation improvements by North American (Park Place) Corporation, including some of the improvements noted in the scope of works.

In an on-going effort to maintain and improve services, the City of Barrie requires that transmission watermains be installed on Bayview Drive and Mapleview Drive  to accommodate the current and future water demands (i.e. potable water, fire fighting, emergency) from Residential, Industrial, Commercial and Institutional users.

North American (Park Place) Corporation and the Corporation of the City of Barrie have contracted with Coco Paving Inc. for the various improvements on Bayview Drive from Mapleview Drive to Big Bay Point Road, and on Mapleview Drive from Barrie View Drive to Bayview Drive as well as widening of the Highway 400 off ramps at Mapleview Drive.

Construction commenced on March 28, 2011 and completion is anticipated in Spring 2012.

Staging and Timelines

The project works have been divided into the following stages:

Bayview Drive (Mapleview Drive to Big Bay Point Road) - Works commenced early April 2011 with an anticipated completion of Spring 2012.

1. Installation of two proposed transmission watermains;
2. Widening Bayview Drive to five lanes from Mapleview Drive East to Big Bay Point Road;
3. Intersection improvements at Bayview Drive and Mapleview Drive East; and,
4. Intersection improvements at Bayview Drive and Big Bay Point Road.

Mapleview Drive (Bryne Drive to Bayview Drive) - Works commenced late March 2011 with an anticipated completion of Spring 2012.

1. Installation of one transmission watermain;
2. Constructing an eastbound right turn lane on Mapleview Drive West at Hwy 400 southbound ramp intersection;
3. Constructing an additional eastbound lane on Mapleview Drive West between Barrie View Drive and the Hwy 400 southbound ramp intersection;
4. Constructing an additional westbound lane on Mapleview Drive East from Bayview Drive to the Park Place entrance;
5. Constructing an eastbound right turn lane and taper on Mapleview Drive East at Bayview Drive;
6. Intersection improvements at Mapleview Drive West and Barrie View Drive; and,
7. Intersection improvements at Mapleview Drive East and Park Place/Costco driveway.

Bayview Drive (Mapleview Drive East to 180 metres south) - Works commenced April 2011 with an anticipated completion of Spring 2012.

1. Widen the road and construct an additional northbound left turn lane on Bayview Drive at Mapleview Drive East.

Highway 400 Ramp Works - Works commenced May 2011 and were substantially completed in December 2011.

1. Widening of the Hwy 400 off-ramps; and,
2. Installation of new traffic signals.

Barrie Molson Centre Works - Works commenced late April 2011 and were completed early July 2011.

1. Entrance improvements; and,
2. North parking lot improvements.

Scope of Works

1. Installation of two proposed transmission watermains on Bayview Drive from Big Bay Point Road to Mapleview Drive East;
2. Installation of one transmission watermain on Mapleview Drive East from Bayview Drive to Barrie View Drive extending to the existing Elevated Tank;
3. Widening of the Highway 400 off ramps to four lanes including new traffic signals;
4. Constructing an eastbound right turn lane on Mapleview Drive West at Hwy 400 southbound ramp intersection;
5. Constructing an additional eastbound lane on Mapleview Drive West between Barrie View Drive and the Hwy 400 southbound ramp intersection;
6. Constructing an additional westbound lane on Mapleview Drive East from Bayview Drive to the Park Place entrance;
7. Widening Bayview Drive to five lanes from Mapleview Drive East to Big Bay Point Road;
8. Constructing an eastbound right turn lane and taper on Mapleview Drive East at Bayview Drive;
9. Intersection improvements at Mapleview Drive West and Barrie View Drive, Mapleview Drive East and Park Place/Costco driveway, Mapleview Drive East and Bayview Drive and Bayview Drive and Big Bay Point Road; and,
10. Entrance improvements at the Barrie Molson Centre.

Project Team

The City of Barrie and North American (Park Place) Corporation have retained AECOM to carry out the contract administration and inspection for this project.

Current Project Status

Regular updates will be provided on this web page. As of December 23, 2011 the Park Place external improvement works completed to date are:

1. Construction commenced on March 28, 2011 with the removal of trees and topsoil on the north side of Mapleview Drive East;
2. Temporary traffic signals installed at Mapleview Drive East and northbound Highway 400 ramps intersection, at Bayview Drive and Big Bay Point Road intersection, and at Mapleview Drive West and Barrie View Drive intersection; 
3. Temporary street lighting has been installed on the north side of Mapleview Drive East from Hwy 400 to Bayview Drive; 
4. Replacement of a section of 400mm diameter watermain along southbound Bayview Drive by the Barrie Molson Centre completed;
5. Installation of 400mm diameter watermain along westbound Mapleview Drive East completed from Bayview Drive to Highway 400;
6. Installation of 300mm diameter watermain along southbound Bayview Drive completed; 
7. Existing fire hydrants relocated on the west side of Bayview Drive; 
8. Installation of new catch basins, granular road base, concrete curbs and asphalt on westbound Mapleview Drive East from Bayview to Highway 400 completed; 
9. Barrie Molson Centre north parking lot improvements completed;
10. Placement for new sidewalk on the west side of Bayview Drive completed from Mapleview Drive and Churchill Drive;  
11. Installation of cathodic protection for existing Mapleview Drive watermain in the westbound lanes completed;
12. Installation of street lighting on Bayview Drive completed and energized. Installation of street lighting on Mapleview Drive completed; 
13. Disinfection and testing of 300mm watermain on Bayview Drive north of Mapleview Drive East completed;
14. Installation of steel casing for watermain on Mapleview Drive from Highway 400 south bound ramps to Highway 400 north bound ramps completed; 
15. Installation of storm sewer along Mapleview Drive West from Highway 400 to Barrie View Drive completed; 
16. Installation of watermain along Mapleview Drive West from Highway 400 to East of Bryne Drive completed;
17. Watermain installation through steel casing at Highway 400 has been completed;
18. Permanent traffic signals at Costco/Rona/Park Place entrance on Mapleview Drive East completed and at the Bayview Drive and Mapleview Drive East intersection; and,
19. Widening works on Highway 400 ramps completed. 

Works Forecasted for the winter months are:  

1. Permanent traffic signals at various intersections may be completed if weather permits; and, 
2. Permanent street lighting may be finalized if weather permits.  

Anticipated Traffic Impacts:

1. Daily lane restrictions may be required on both Mapleview Drive and Bayview Drive in order to provide adequate room for the Contractor to complete the works.  All roads will remain open with a minimum of one lane of traffic in each direction during the construction work under the Park Place External Works project; and,
2. Traffic will be controlled by Police during any traffic signal transition from existing temporary poles to the permanent poles.
