Current Status of Enforcement Services

Staff continue to take reports regarding by-law violations at 705-739-4241 and enforcement.services@barrie.ca. Enforcement of parking and noise by-laws has been reduced.

The Barrie COVID-19 Emergency Measures By-law helps protect the health and safety of residents. The new by-law prohibits certain activities and regulates physical distancing to help contain the spread of COVID-19 in the community.

Individuals not adhering to physical distancing regulation can be fined a minimum of $500 and maximum of up to $100,000 for each offence. Municipal regulations under the by-law include:

  • Prohibiting people from maintaining less than a 2-metre distance from one another on any public property (other than people they live with);
  • Prohibiting businesses to operate in a manner that would allow people to be seated or to be standing less than 2 metres apart whether inside or outside the business (other than people they live with)
​To report a non-compliant business or gatherings of more than five people, please call 705-739-4241 or email enforcement.services@barrie.ca. A Municipal Law Enforcement Officer will investigate the complaint to ensure complian​ce and may lay charges when appropriate. For emergency matters, please call 911.
 

Complaints related to non-compliance with COVID-19 emergency orders will be tracked and addressed by City of Barrie Municipal Law Enforcement Officers in collaboration with the SMDHU Public Health Inspectors and the Barrie Police Service

Reduction in Enforcement

As staff are redeployed to safety and complaint matters, a reduction in enforcement of the parking and noise by-laws is currently in effect: 

  • Enforcement staff continue to enforce parking too close to or blocking intersections, driveways, fire hydrants, accessibility spaces, sidewalks as well as facing the wrong direction on the roadway. These parking restrictions are in place to ensure emergency vehicles access, public safety and appropriate traffic management.
  • Provisions in the noise by-law related to deliveries are not being enforced. This allows grocery and other stores to receive deliveries of essential services and/or perishables at any time.

Enforcement Services

Enforcement Services administers and enforces City by-laws relating to business licensing, animal control, parks, signs, smoking, fireworks, firearms, motorized snow vehicles, snow removal, retail sales on municipal property, tree cutting, livestock evaluation, and parking on all city streets, fire routes and handicapped zones.  

The section also administers and enforces all aspects of lottery licensing including the review and approval of applications, issuance of licences, review and analysis of reports, investigations and enforcement in accordance with the Criminal Code and Order-in-Council.
