Development Services

The mission of the Development Services department is to develop and implement policies to govern the physical aspects of the community, in particular the use of land and land use relationships, while having regard for its impact on the social, cultural, and economic well being of the community. 

Planning Branch

The Planning branch is responsible for:

  • Review of applications and recommendations related to proposed changes to the City's Official Plan and Zoning By-law.
  • Review and Recommendations re: Plan of Subdivision applications.
  • Review and Recommendations re: Site Plan applications.
  • Review and Recommendations re: Committee of Adjustments applications.

Planning Services, located on the first floor of City Hall, is responsible for the preparation of long range planning and research studies pertaining to policy related issues that affect the use and development of land within the City.  These studies relate to the development of planning policy on matters ranging from environmental protection, heritage conservation, downtown revitalization and economic development.

Planning Services also issues Permitted Use Letters.  A permitted use letter is written confirmation of the zoning and permitted uses at a subject property.  The letter is often requested by a business owner to confirm that their proposed business is permitted on a specific property.  The letter does not confirm compliance with any other regulations set out in the Barrie Zoning By-law.  If you require a Permitted Use Letter, please fill out the form and bring it to Planning Services, 1st floor City Hall, along with the required fee.  Request for Permitted Use Letter.pdf

The department is also responsible for reviewing, processing and making recommendations to City Council on applications for development or re-development of land within the City, and for administering the Financial Incentives Program in the City's historic downtown core.

  • Review and Recommendations re: Façade and Streetscape Program

Development Services

  • Review and Recommendations re: Plan of Subdivision applications.
  • Review and Recommendations re: Site Plan applications.
  • Review and Recommendations re: Committee of Adjustments applications.

  • Population and Land Use Statistics
  • The Subdivision Paper outlining the status of subdivisions and their mix of housing  
  • Official Plan Schedules (maps)
  • Zoning By-law Schedules (maps)

Approvals Branch

​The Approvals Branch works in partnership through active communication with local industry, residents, businesses,  other City Departments, City Council, and local community and service partners.

Staff are reponsible for the following functions:
  • Support planned growth and positively contribute to decisions that impact the City
  • Review, Management and Administration of all Development applications
  • Coordination of Development and reviews comments for various branches of the Infrastructure and Grown Management Division
  • Liaison with branches within Community and Corporate Services and Infrastructure and Growth Management Divisions regarding Subdivisions and Site Plan Approvals/Assumptions
  • Preparation of Engineering Conditions and Reports for proposed Subdivisions, Site Plans, Rezoning and Committee of Adjustment applications
  • Validation of development cost estimates used in the preparation of the required financial securities
  • Review of Site Plan, Subdivision and Development Legal Agreements
  • Approval and issuance of Site Alteration Permits and Tree Removal Permits
  • Review, approval and delivery of developer front-ended Parks projects
  • Management of Commemorative Program including benches, trees and plaques
  • Coordination of Municipal Tennis and Playground Replacement Program
  • Administration of Boulevard Garden Policy
  • Review of Streetscapes and boulevard treatments
  • Administration of the development of public parks and open spaces
  • Management and delivery of special Parks related projects
