The Opportunity:

The Information Technology (IT) Department provides information technology expertise and professional services to all City departments, affiliated agencies and area municipalities receiving Barrie fire dispatch services. The Department is responsible for delivering, administering, managing and supporting (in partnership with the business units) all data and voice communications, including but not limited to network infrastructure, servers, storage infrastructure, printers, computing infrastructure, applications and software, databases, web services, geographic information systems, and project and portfolio management. IT provides daily technology support to over 900 permanent users at more than 40 City locations across the City.

Under the general guidance and direction of the Manager of GIS, the Supervisor of GIS Operations is responsible for overseeing and supervising the daily operational activities and delivery of services offered through the GIS Branch.  Specifically, this position is responsible for planning, enhancing, administering and supporting the City's GIS systems and spatial data, which involves leading and overseeing the development and implementation of GIS systems and processes and/or recommending and guiding enhancements and improvements to maintain existing GIS systems and processes.  Additionally, this position responds to and ensures resolution of escalated GIS related customer service issues, requests and/or emergencies.  Lastly, this position leads and contributes to the development of GIS and IT department processes, practices, standards, policies and procedures.  Overall, this position plays an integral role in leveraging GIS systems and processes to facilitate and meet service requirements and needs of the City and its residents.

Education (degree/diploma/certifications)
  • Four (4) year University Degree in GIS, Geomatics, Environmental Science, Computer Science or related discipline

Experience

  • Five (5) years of progressive experience performing duties related to the above mentioned major responsibilities within an information technology work environment including leadership/supervisory experience
  • Demonstrated experience in applications development, programming, and database and website management
  • Demonstrated experience managing data sharing relationships and agreements

Knowledge/Skill/Ability

  • Thorough working knowledge of GIS systems including application configuration and integration, development support and maintenance, database information, asset capture and maintenance, data modeling design and management
  • Thorough understanding of enterprise GIS systems, data integration and data management best practices
  • Demonstrated ability to:
    • align branch programs/services with department and corporate goals, objectives and initiatives;
    • build cohesive and motivated teams;
    • develop data standards, service level standards and live test procedures;
    • develop, promote and maintain effective relationships with internal and external stakeholders;
    • identify problems, develop and evaluate options, and implement solutions utilizing reason, judgment and prescribed resources
    • implement new initiatives or adapt existing branch initiatives to meet the needs of the department and corporate goals, objectives and initiatives;
    • interpret and analyze data, identify challenges or opportunities, and make recommendations;
  • lead and inspire innovation and the adoption of best practices;
  • lead staff in achieving objectives and encourages others to work in manner that will meet or exceed the desired objectives or results;
  • lead, coach, mentor and support staff;
  • maintain a high standard of public relations at all times;
  • monitor various systems to evaluate operational efficiencies;
  • perform in a manner which is consistent with corporate goals, vision, mission, and values;
  • present recommendations and make presentations to various stakeholders;
  • promote a culture of learning and improve organizational competence by creating learning opportunities for staff
  • receive, manage and resolve complaints, disputes, and conflicts;
  • think and act strategically in a political and community service environment;
  • use quality improvement, assurance and testing methodologies and tools
  • Intermediate customer service skills
  • Advanced interpersonal, collaboration, facilitation, negotiation and communication (verbal and written) skills
  • Advanced analytical skills
  • Computer literacy utilizing the GIS mapping software (ESRI), Microsoft Office Suite (Word, Excel, Project, Visio), Autodesk CAD products, GIS web portals, Adobe products, SQL Server, SharePoint, computerized maintenance management systems, application and permitting solutions.
  • Availability to assist with after-hours questions, concerns, and/or emergencies; to attend evening/weekend meetings or special events; and/or to work outside of designated normal hours per week

Hours:The normal hours of work are 35 hours per week
Wage:

This position is a permanent full-time, non-union position with the following pay level and 2020 pay range:

  • Pay Level: Level 12
  • Yearly Salary: $79,271.19 to $101,193.00 per year
  • Hourly Pay Rate: $43.56 to $55.60 per hour
