The Opportunity:

The Finance Department provides financial leadership, advice and support to the Corporation and assists with the delivery of Council's Strategic plan through three branches: Accounting and Revenue Services, Corporate Finance and Investments, and Procurement. The department's main deliverables include the audited financial statements, coordinating the annual business plan and budget, treasury and debt management, procurement administration and support, property tax revenue management, and water and wastewater revenue management.

Under the general guidance and direction of the Manager of Financial Systems Support and Integration, the Financial Systems and Process Analyst is responsible for the ongoing support and continuous improvement of the City's financial systems and processes.  Specifically, this position leads and manages projects and/or initiatives to upgrade existing financial systems and/or processes; to integrate new and existing financial systems, system functionalities, or processes with existing financial systems or processes; provide reports; maintain access; and/or to implement new financial systems and/or processes.  Additionally, this position receives, investigates, and resolves various financial systems and/or process issues and problems; provides functional advice and guidance to financial system end-users; and proactively engages with financial system end-users to identify areas of improvement for various financial systems and/or processes.  Lastly, this position is responsible for monitoring the performance of the various financial system and processes, and implements operational efficiencies to enhance overall functionality of the City's financial system and processes.  Overall, this position plays an integral role in supporting, maintaining, improving, and creating efficiencies in the City's financial systems and processes.

Education (degree/diploma/certifications)

  • ​Four (4) year University Degree in Commerce, Engineering, Computer Science or related discipline
  • Project Management Professional (PMP) Designation from the Project Management Institute (PMI)


  • ​Five (5) years of experience performing duties related to the above mentioned major responsibilities, including:
    • demonstrated experience leading system implementation working groups/teams
    • demonstrated project management experience
    • demonstrated experience working with third party vendors and internal clients


  • ​General knowledge of lean process improvement methodologies
  • Working knowledge of project management methodology
  • Working knowledge of process modeling and analysis tools
  • Demonstrated ability to:

o   align financial system/processes with branch, department and corporate goals, objectives and initiatives

o   establish and monitor short-term goals for financial systems/processes; and adapt processes to ensure long-term branch, department and/or corporate goals and objectives are achieved

o   exercise discretion and judgment when handling confidential, sensitive, and/or controversial information

o   generate ideas, conclusions and/or solutions utilizing reason and judgment

o   identify complex problems, develop and evaluate options, and implement solutions utilizing reason, judgment, and prescribed resources

o   identify how system changes will affect operations and functionality

o   identify measures/indicators of system performance and the actions required in improve or correct performance

o   interact effectively and courteously with all levels of staff and contacts in a political and community/client service environment

o   interpret and analyze data; identify challenges or opportunities; and make recommendations

o   maintain a high standard of public relations at all times

o   perform in a manner which is consistent with corporate goals, vision, mission, and values

o   translate user requirements into technical requirements to create, maintain, and/or modify financial systems/processes to serve user needs

o   work collaboratively in a group setting to achieve a desired objective, goal and/or outcome

  • ​Intermediate project management, time management, organizational, prioritization skills
  • Intermediate analytical and problem-solving skills and business/financial acumen
  • Intermediate leadership, interpersonal, verbal communication, written communication, and report writing skills 
  • Intermediate computer literacy utilizing Microsoft Office Suite (Excel, Outlook, PowerPoint, Word), Microsoft Project, Microsoft Visio, and financial systems/software
  • Availability to attend evening/weekend meetings and/or to work outside of designated normal hours per week

Other Important Information:

Location:City Hall, 70 Collier Street, Barrie, Ontario
Hours:The normal hours of work are 35 hours per week; however, some non-standard hours may apply

This position is a temporary full-time, non-union position with the following pay level and 2020 pay range:

  • Pay Level: Level 13
  • Yearly Salary: $88,027.89 to $112,354.29 per year
  • Hourly Pay Rate: $48.37 to $61.73 per hour

Benefits:This position includes single health and dental benefits, prorated paid sick time based on the expected duration of employment, and prorated vacation time based on calendar year and in accordance with the Employment Standards Act.
