Staff Report PLN 010-19: Proposed Zoning By-law Amendment: Definition and Various Standards Relating to Cannabis Production
The City of Barrie is considering amendments to Zoning By-law 2009-141 to address cannabis production in the City of Barrie as a result of new legislation enacted by the Government of Canada making recreational cannabis legal.

Monday, May 6, 2019, at 7:00 p.m. in the Council Chambers of City Hall, 70 Collier Street, to review municipally initiated amendments to the City of Barrie Zoning By-law 2009-141.
When the City first considered marihuana production in the context of the Zoning By-law only medicinal marihuana was legal. With the passing of the Cannabis Act (2017) the use of cannabis for recreational purposes as well as medicinal purposes became legal. As cannabis can now be produced and consumed for medical and recreational purposes it is appropriate to explore how this change in the law should be reflected in the City’s Zoning By-law. Retail sales are not being addressed in the proposed changes to the Zoning By-law because Ontario legislation leaves the siting of retail cannabis stores up to the Alcohol and Gaming Commission of Ontario (AGCO).
To accommodate the production of cannabis for recreational purposes in addition to the existing permitted production of medical marihuana in the City of Barrie changes in a definition and in a permitted use table in the City’s Zoning By-law are being proposed as outlined below.
There was a presentation made by City Staff. The meeting was open to members of the public to express any comments or feedback on the proposed amendment. Members of Council were able to ask questions of clarification to City Staff. No decision was made at the Public Meeting.
City Staff took take all of the comments received at the Public Meeting in addition to comments received before the public meeting to make a recommendation to Council at a later date.
