Primrose Construction was awarded construction contract 2020-002T. The project was included in the 2020 Capital budget to replace the aging infrastructure and provide improvements to the water distribution system.
This project includes watermain replacement on Letitia Street and Anne Street, as well as asphalt replacement, and repairs to the existing curb and sidewalk.
Paving of Anne Street is expected the week of June 7, 2021.
The installation of the 300mm watermain on Letitia St between Anne St N and Leacock Dr has now been completed. The Contractor has completed the watermain connection at Anne St N and Leacock Dr. They will complete the connections at Keats Dr and Frost Tr. intersections prior to the holiday shutdown. The Contractor has completed most of the temporary restoration for curbs, sidewalks and driveways. Water service connections are expected to be complete by the holiday shutdown. Affected residents will receive a notice the day of their water service connection. This interruption should not be longer than one (1) hour.
The Contractor will be back in 2021 to replace all temporary works, which includes all asphalt that was placed driveways this year.

Residents within that area have been switched over to the new watermain from the temporary service which was provided. The temporary watermain has now been removed. Watermain work is expected to continue on Letitia Street from Anne Street North westerly towards Leacock Drive for the continuation of the 300mm watermain. Water services from the new watermain to the property line are continuing to be installed to each resident within the construction area.

Anne Street North from Letitia Street to the Pumping Station is currently reduced to two lanes until work on Anne Street is complete. Motorists can expect slowdowns through this area.

Sanitary sewer, hydro, telephone, cable TV, and gas services should not be affected by the construction, barring any unforeseen circumstances.
Residents on Letitia Street (between Callaghan Drive and Anne Street North) have been provided with a temporary water service until the new watermain has been installed. Water service to residents within the construction limits will be interrupted for a short time to switch their service over to the new watermain once it has been installed. Notice of the timing of the water interruption will be provided to residents affected.
On the normal collection day, place all garbage/organics/recyclables and yard waste materials at the front of your property by 7:00 a.m. Residents are asked to please write your address on all garbage bins and recycle containers with a black marker. Should garbage collection not be possible in front of your house due to ongoing construction activities, the contractor will collect your bins, and place them at a location where the garbage can be safely collected. The Contractor will then return the bins to your driveway.
Vehicle access to properties within the construction limits will be provided at almost all times during construction periods. On several occasions, however, direct access to driveways will be interrupted, due to watermain and water service works.
During the construction, some short delays (e.g. a few minutes) while driving through the construction area can be expected while equipment is maneuvering, trucks are dumping, etc. We ask for your patience in such instances.
The streets will be closed to through traffic and a formal detour route is provided.
Pedestrian access will be maintained during construction. Please note that as there is only one sidewalk on Letitia Street, pedestrians can expect interruptions to the sidewalk as portions will be required to be removed as part of the construction process. These areas will be clearly identified, however, pedestrians are asked to exercise caution. By the end of each working day, the contractor will restore removed sidewalk sections with gravel in order to maintain access.
If you have any accessibility concerns, or if wheelchair access is required, please advise the Site Inspector.
The Contractor is required to conduct his work in a safe manner, including fencing of deep excavations, etc. We ask that you take extra caution during the construction period to ensure everyone’s safety.
The Contractor has retained the services of a third party to complete a precondition assessment of your house which consists of pictures and/or video taken of only the exterior of your house. All residents within the construction area will have received notices from the consultant. Please contact the representative provided on your notice to book an appointment, or if you have any questions or concerns about the process. This work will be undertaken only with your permission and there is no cost to you.
