environmental assessment completed in 2017 recommended adding additional vehicular capacity as well as pedestrian safety facilities including sidewalks and bike lanes. Bell Farm Road reached the end of its life and this work will also address the aging infrastructure as well as the deteriorating pavement condition.
As of May 17th, Bell Farm Road is closed between Alliance Boulevard East and Alliance Boulevard West. The closure is expected to be in place until August 31st, 2021. A traffic detour is in place to direct traffic along Alliance Boulevard around the closure. All businesses remain open. Access to #20, #40 and #50 Bell Farm Road is from Alliance Boulevard. Access to #59 and #65 Bell Farm Road is through the east end of the closure.
Construction has started for the road reconstruction of Bell Farm Road between St. Vincent Street and Alliance Boulevard West. Work on the south side of the road has progressed and it is expected to be completed by mid May, followed by the construction of the north side of the road.
On May 17th, Bell Farm Road will be closed between Alliance Boulevard East and Alliance Boulevard West. This is expected to be in place until October 1, 2021. A traffic detour business signage plan has been installed to direct traffic along Alliance Boulevard. Access to all businesses will remain open via access from Alliance Boulevard.
Through a competitive tendering process, the City has retained Primrose Contracting (Ont.) Inc. to complete the construction of the work. The City has also retained BT Engineering to complete the contract administration and inspection services for this project.
Primrose Contracting Inc. requires intermittent lane closures/restrictions/shifts on Bell Farm Road between St Vincent Street and Alliance Boulevard tentatively from March 29 to May 17 for works related to the reconstruction of Bell Farm Road.
The City of Barrie Infrastructure Department has completed the design for the widening and reconstruction of Bell Farm Rd. from St. Vincent St. to Duckworth St. The City will be hiring a contractor in fall 2020.
The widening and reconstruction of Bell Farm Rd. (St. Vincent to Duckworth) is a two-year construction project and will be completed in two phases.

The project will be staged in several phases to minimize the disruption to residents and businesses. The road closures will be minimized, and the City will be implementing a detour route using Alliance Boulevard to accelerate construction. Additional communication will be shared with businesses and property owners in late 2020.
Properties with two entrances can anticipate short term closures of one entrance at a time as infrastructure is installed past the driveways. Properties with only a single entrance will have temporary accesses constructed to allow for driveway access as the infrastructure is installed.
As part of the proposed phasing, access along the frontages of Bell Farm Road for #20, #40, #59, and #60 Bell Farm Road would be closed from May 17, 2021 to October 1, 2021 between Alliance Blvd. E and Alliance Blvd. W. For the duration of the closure, access would be via the driveway entrances on Alliance Blvd. A signage plan to direct customers and deliveries has been prepared and will be included with the project.
