Road Construction Project

Federal Gas Tax Resurfacing

Project budget is $4.08M. Asphalt resurfacing including concrete curb and sidewalk repairs on selected streets.

The asphalt surface of the noted streets has deteriorated with patches, multiple cracks and some rutting. The primary purpose of the asphalt road resurfacing is to prevent roads from deteriorating to the point that they would require more extensive and costly rehabilitation and/or reconstruction. This project covers the following road segments:

  • Steel Street, Duckworth to Blake COMPLETE
  • Mulcaster Street, Dunlop to Penetang
  • Essa Road, Ferndale to Ardagh COMPLETE
  • Parkside Drive, Dunlop to Park COMPLETE
  • Baldwin Lane, Innisfil to Marshall COMPLETE
  • The intersection of Dunlop Street and Anne StreetCOMPLETE
  • Collier Street, Mulcaster to Dundonald 
  • Albert Street, Dunlop to Collier​​

Project Updates

October 9, 2020

Concrete work is complete. Boulevard restoration is anticipated to be completed by Friday, October 16.

Asphalt removal is anticipated to begin Tuesday, October 13 on Collier Street and Wednesday, October 14 on Albert Street.

Base asphalt is anticipated to placed on these sections by Friday, October 16, weather permitting.

There will be no street parking while the asphalt removal, grading and asphalt placement occur.​

Previous Updates
October 2, 2020

Concrete work is anticipated to be completed by Friday, October 9.

Asphalt removal is anticipated to begin Monday, October 5. Base asphalt is anticipated to be placed Friday, October 9th, weather permitting.

​There will be no street parking while the asphalt removal, grading and asphalt placement occur. ​​

September 10, 2020

Work is anticipated to begin on the remaining streets in the next week pending the Contractor receiving their locates. Work will begin on Collier street with concrete work. All work is anticipated to be complete by end of October, weather permitting.

​​May 14, 2020

The remaining roads that had been postponed to Spring 2020 have now been postponed further until September/October 2020 due to conflicts with proposed detours for other projects. These remaining road segments are:

  • Collier Street
  • Mulcaster Street, Dunlop to Collier
  • Albert Street

December 4, 2019

  • The Essa Road surface asphalt was paved on November 7 and all previously outstanding restoration works on Parkside Drive and Baldwin Lane were also completed several weeks ago.
  • This project is completed for the winter but will start up again in spring 2020 when the concrete replacement and asphalt resurfacing works on Collier Street, Albert Street (between Dunlop Street and Collier Street) and on the south end of Mulcaster Street will be carried out.

November 6, 2019

  • Driveway restorations are now complete on Parkside Drive.
  • The resurfacing work on Baldwin Lane is now complete and it is anticipated that driveway restorations will be completed by November 8.
  • The remaining surface asphalt paving work on Essa Road will be completed by November 7.

October 23, 2019

  • ​The resurfacing work on Parkside Drive has now been completed with the exception of driveway restorations which are expected to be completed by the end of next week (Friday, November 1).
  • The resurfacing work on the southbound side of Essa Road has now been completed up to base asphalt and the Contractor is currently carrying out the resurfacing work up to base asphalt on the northbound lanes. Surface asphalt will be placed on both the north and southbound lanes by the end of next week (Friday, November 1).
  • Asphalt removal on Baldwin will commence tomorrow (October 24) and be followed by the concrete replacement and repaving work which is expected to be completed by the end of next week (Friday, November 1).

October 8, 2019

  • ​ The work on Mulcaster Street has now been completed from just north of Collier Street to Penetang Street, with the exception of minor restoration work.
  • The asphalt resurfacing work on Parkside Drive will be completed by the end of this week (paving tentatively scheduled for Thursday, October 9).
  • The concrete work has now been completed on Essa Road and the Contractor has started the resurfacing work on the southbound (west) half of the road. The southbound side of the road will have new base asphalt by the end of this week and the Contractor will start the resurfacing work on the northbound (east) half of Essa Road next week (Week of October 14).

September 20, 2019

  • The work on Steel Street has been completed with the exception of minor restorations adjacent to some curb and sidewalk replacement areas as well as the placement of sod.
  • The majority of the asphalt removal work has been completed on Mulcaster Street between Collier Street and Codrington Street and the first layer of base asphalt has been paved in this area. The second layer of base asphalt has also been paved between Collier Street and Worsley Street.
  • The concrete work on Parkside Drive has been completed.    

September 16, 2019

  • The remaining roadway repaving work on Steel Street east of Nelson was completed on September 14. Line painting on Steel Street has been scheduled for tonight (September 16) and the remaining boulevard and driveway restorations will be completed this week (week of September 16).
  • The curb and sidewalk replacement work on Mulcaster Street started on September 9. The asphalt removal and resurfacing work on Mulcaster will commence this week (week of September 16).
  • Curb removals on Parkside Drive started on September 13. New curbs will be poured on September 17 and it is anticipated that the roadway asphalt removal and repaving work will commence on September 19.
  • The repaving of the Dunlop Street and Anne Street intersection has been scheduled for Night Work on September 18 and 19.

September 6, 2019

  • The concrete work on Steel Street will be completed next week (week of September 9) and the remaining asphalt resurfacing work east of Nelson will follow.
  • The curb and sidewalk replacement work on Mulcaster will be starting Monday, September 9.

August 30, 2019

  • Steel Street has now been repaved between Duckworth Street and Nelson Street. The Contractor is currently finishing up the curb and sidewalk replacements on the portion of Steel Street east of Nelson Street and they are planning to start milling the asphalt in this section by mid-next week (September 4 or 5, 2019).
  • The curb and sidewalk replacement work on Mulcaster Street is expected to commence next week (week of September 3, 2019).

Project Features

The work generally includes:

  • Replacement of local sections of concrete curbs where necessary;
  • Replacement of local sections of concrete sidewalk where necessary;
  • Adjustment of catchbasin and maintenance hole frames and covers;
  • Removal and repaving of asphalt road surfaces (partial and full depth asphalt replacement, depending on the street and location); and,
  • Local driveway and boulevard restorations were impacted by the sidewalk and curb replacements works.
  • The work on each street will start with concrete curb and sidewalk replacements, followed by the asphalt repaving work. 

Affected Services

Water, sanitary, sewer, Hydro, Telephone, Cable TV, and gas services should not be affected by the construction, barring any unforeseen circumstances.

Curbside Collection: On the normal curbside collection day, residents are asked to place all garbage, organics, recyclables and yard waste materials at the front of your property as usual. The construction contractor will remove these items and take them to outside of the construction zone, for pickup by the City's waste pickup contractor. Please have garbage cans, recyclable items to the front of your property by 7 a.m. otherwise these items might not be picked up.    

Access to Properties

All reasonable efforts will be made to maintain vehicle access to driveways. However, there may be some temporary interruptions to access during construction. Access will be restored as quickly as possible. The Contractor will provide prior notice of any imminent access restrictions to the businesses and residents. Pedestrian access to all homes and businesses will be maintained during construction.

Safety

The Contractor is required to conduct his work in a safe manner, including fencing of deep excavations, etc. We ask that you take extra caution during the construction period to ensure everyone's safety.

Traffic Impacts

All road will remain open to through traffic during construction, although lane closures and restrictions can be expected in order to accommodate construction activities. We ask for your patience in such instances.
