Construction Project

Federal Gas Tax Resurfacing

Project construction budget is $4.08M, expected start is August 2019 and expected completion is Spring 2020. Asphalt resurfacing including concrete curb and sidewalk repairs on selected streets.

The asphalt surface of the noted streets has deteriorated with patches, multiple cracks and some rutting. The primary purpose of the asphalt road resurfacing is to prevent roads from deteriorating to the point that they would require more extensive and costly rehabilitation and/or reconstruction.

Notice of Road Closures

There will be no more local road closures implemented for this project in 2019. In Spring 2020, City staff and the Contractor will review and identify any local road closures required for the 2020 resurfacing work to be done under this project.  

All closed sections of road will still be open to local traffic and emergency vehicles. Motorists who are not accessing the homes and businesses within the road closure limits though need to follow the detours provided are not permitted to enter the local road closure areas.

Project Features

The work generally includes:
  • Replacement of local sections of concrete curbs where necessary;
  • Replacement of local sections of concrete sidewalk where necessary;
  • Adjustment of catchbasin and maintenance hole frames and covers;
  • Removal and repaving of asphalt road surfaces (partial and full depth asphalt replacement, depending on the street and location); and,
  • Local driveway and boulevard restorations where impacted by the sidewalk and curb replacements works.
  • The work on each street will start with concrete curb and sidewalk replacements, followed by the asphalt repaving work. 
This project covers the following road segments:
  • Steel Street from Duckworth Street to Blake Street;
  • Mulcaster Street from Dunlop Street to  Penetang Street;
  • Essa Road from Ferndale Road to Ardagh Road;
  • Parkside Drive from Dunlop Street to Park Street;
  • Baldwin Lane from Innisfil Street to Marshall Street;
  • The intersection of Dunlop Street and Anne Street;
  • Collier Street from Mulcaster Street to Dundonald Street; and
  • Albert Street from Dunlop Street to Collier Street;

Schedule

The work in Summer/Fall 2019 will generally proceed in the following road segment order:

  • Steel Street – completed.
  • Mulcaster Street from Collier to Penetang Street - completed.
  • Essa Road - Surface asphalt paving will be completed within the southbound lanes on November 6. The remaining portion approaching the Ardagh Road / Bryne Drive intersection to be paved with surface asphalt on the northbound lanes will be completed by November 7.
  • Parkside Drive completed.
  • Baldwin Lane – completed other than driveway restoration work which is anticipated to be done by November 8.  
  • The intersection of Dunlop Street and Anne Street – completed.

To avoid conflict with the proposed traffic detour for the Dig Downtown Project, the resurfacing work on the following downtown road segments has been postponed to Spring 2020:

  • Collier Street;
  • Mulcaster Street from Dunlop Street to Collier Street; and
  • Albert Street.

The Contractor will set up signage prior to commencing the work on each road section to provide advanced notifiication of the upcoming construction actvitiies.

Project Updates

November 6, 2019

  • Driveway restorations are now complete on Parkside Drive.

  • The resurfacing work on Baldwin Lane is now complete and it is anticipated that driveway restorations will be completed by November 8.

  • The remaining surface asphalt paving work on Essa Road will be completed by November 7.

October 23, 2019

  • ​The resurfacing work on Parkside Drive has now been completed with the exception of driveway restorations which are expected to be completed by the end of next week (Friday, November 1).
  • The resurfacing work on the southbound side of Essa Road has now been completed up to base asphalt and the Contractor is currently carrying out the resurfacing work up to base asphalt on the northbound lanes. Surface asphalt will be placed on both the north and southbound lanes by the end of next week (Friday, November 1).
  • Asphalt removal on Baldwin will commence tomorrow (October 24) and be followed by the concrete replacement and repaving work which is expected to be completed by the end of next week (Friday, November 1).
​October 8, 2019
  • ​ The work on Mulcaster Street has now been completed from just north of Collier Street to Penetang Street, with the exception of minor restoration work.
  • The asphalt resurfacing work on Parkside Drive will be completed by the end of this week (paving tentatively scheduled for Thursday October 9).
  • The concrete work has now been completed on Essa Road and the Contractor has started the resurfacing work on the southbound (west) half of the road. The southbound side of the road will have new base asphalt by the end of this week and the Contractor will start the resurfacing work on the northbound (east) half of Essa Road next week (Week of October 14).
September 20, 2019
  • The work on Steel Street has been completed with the exception of minor restorations adjacent to some curb and sidewalk replacement areas as well as the placement of sod.   
  • The majority of the asphalt removal work has been completed on Mulcaster Street between Collier Street and Codrington Street and the first layer of base asphalt has been paved in this area. The second layer of base asphalt has also been paved between Collier Street and Worsley Street..
  • The concrete work on Parkside Drive has been completed.    
September 16, 2019
  • The remaining roadway repaving work on Steel Street east of Nelson was completed on September 14. Line painting on Steel Street has been scheduled for tonight (September 16) and the remaining boulevard and driveway restorations will be completed this week (week of September 16).
  • The curb and sidewalk replacement work on Mulcaster Street started on September 9. The asphalt removal and resurfacing work on Mulcaster will commence this week (week of September 16).
  • Curb removals on Parkside Drive started on September 13. New curbs will be poured on September 17 and it is anticipated that the roadway asphalt removal and repaving work will commence on September 19.
  • The repaving of the Dunlop Street and Anne Street intersection has been scheduled for Night Work on September 18 and 19.
September 6, 2019
  • The concrete work on Steel Street will be completed next week (week of September 9) and the remaining asphalt resurfacing work east of Nelson will follow.
  • The curb and sidewalk replacement work on Mulcaster will be starting Monday September 9.
August 30, 2019
  • Steel Street has now been repaved between Duckworth Street and Nelson Street. The Contractor is currently finishing up the curb and sidewalk replacements on the portion of Steel Street east of Nelson Street and they are planning to start milling the asphalt in this section by mid-next week (September 4 or 5, 2019).
  • The curb and sidewalk replacement work on Mulcaster Street is expected to commence next week (week of September 3, 2019).


Affected Services

Water, sanitary, sewer, Hydro, Telephone, Cable TV, and gas services should not be affected by the construction, barring any unforeseen circumstances.

Curbside Collection: On the normal curbside collection day, residents are asked to place all garbage, organics, recyclables and yard waste materials at the front of your property as usual. The construction contractor will remove these items and take them to outside of the construction zone, for pickup by the City's waste pickup contractor. Your garbage cans, recyclable items to the front of your property by 7 a.m. otherwise these items might not be picked up.

Access to Properties

All reasonable efforts will be made to maintain vehicle access to driveways. However, there may be some temporary interruptions to access during construction. Access will be restored as quickly as possible. The Contractor will provide prior notice of any imminent access restrictions to the businesses and residents. Pedestrian access to all homes and businesses will be maintained during construction.

Safety

The Contractor is required to conduct his work in a safe manner, including fencing of deep excavations, etc. We ask that you take extra caution during the construction period to ensure everyone's safety.

Traffic Impacts

All road will remain open to through traffic during construction, although lane closures and restrictions can be expected in order to accommodate construction activities. We ask for your patience in such instances.
