Interim Watermain Replacement Program

An annual asset management program.

2020 Locations

The project includes the replacement of small diameter watermain's with of 50mm PEX watermain's including residential services and localized restorations. Watermains are being rehabilitated in 2020 on the following streets:

  • Anne Street South from Campbell Avenue to 85 m north.
  • Toronto Street from Grove Street West to 50 m north.
  • Sampson Street from Dunlop Street East to Collier Street.
  • Duckworth Street from Amelia Street to Highland Avenue and Highland Avenue from Duckworth Street to the east limit.

Some work on the streets included in the 2019 program was postponed and is scheduled to be complete by August 2020. Those streets are Perry Street (Frances to end), Sanford Street (Victoria to Vespra), Vespra Street (Anne to Thomas) and Davidson Street (Grove to Parkdale).

About the Interim Watermain Replacement Program

Galvanized watermains, located in several older neighbourhoods in the City, are in poor to very poor condition and are significant maintenance challenges. Frequent resident concerns related to low/inadequate flows have been received, and multiple breakages have required emergency repair.

The program replaces these watermains with at least the same size and no smaller than a 50 mm diameter watermain. This is an interim measure to improve the watermain reliability until the street is scheduled to be reconstructed, at which time the watermain will be upgraded to current standards.

Affected Services

Hydro, Telephone, Cable TV, and Gas services should not be affected by the construction, barring any unforeseen circumstances. 

Water Services

Water services will be interrupted for a short time to switch service over to the new watermain. Notice of the timing of any water interruptions will be provided to affected residents in advance of such occurrences.

Curbside Collection

On the normal curbside collection day, residents are asked to place all garbage, organics, recyclables and yard waste materials at the front of your property as usual. The City’s waste pickup contractor is anticipated to have access through the construction site.  If the City’s waste pickup contractor does not have access, the construction contractor will remove these items and take them to outside of the construction zone, for pickup by the City’s waste pickup contractor. Your garbage cans, organics bin and recycling boxes will be returned to your property later that day.  Please mark your address on all of your containers. It is very important that you take your refuse and recyclable items to the front of your property by 7:00 a.m., otherwise these items might not be picked up.

Access to Properties

All reasonable efforts will be made to maintain vehicle access to driveways. However, there may be some temporary interruptions to access during construction while construction vehicles maneuver. Access will be restored as quickly as possible.The Contractor will provide prior notice of any imminent access restrictions to the businesses and residents.
Pedestrian access to all homes and businesses will be maintained during construction.


The contractor is required to conduct his work in a safe manner, including fencing of deep excavations, etc.  We ask that you take extra caution during the construction period to ensure everyone’s safety.

Emergency Services

Access for emergency vehicles will be maintained at all times.

Traffic Impacts

The contractor will use traffic control measures to permit through traffic through the construction site. Typically this will include using traffic cones to steer drivers around the contractor’s vehicles, which will frequently be parked in the centre of the roadway where sanitary maintenance structures (manholes) are. Occasionally, flag persons will be required to assist with traffic control.
