Interim Watermain Replacement Program

An annual asset management program.

2020 Locations

The project includes the replacement of small diameter watermains with 50mm PEX watermains including residential services and localized restorations. Watermains are being rehabilitated in 2020 and 2021 on the following streets:

  • ​Anne Street South from Campbell Avenue to 85 m north
  • Toronto Street from Grove Street West to 50 m north
  • Sampson Street from Dunlop Street East to Collier Street
  • Duckworth Street from Amelia Street to Highland Avenue and Highland Avenue from Duckworth Street to the east limit

Project Updates

The project was awarded to Dig-Con International Limited on August 2020 with an anticipated commencement of September 2020. The final completion date for the project is scheduled to be June 2021.

Project Features

Th​e Existing galvanized watermains at the locations specified above, are located in several older neighbourhoods in the City. They are in poor to very poor condition and have significant maintenance challenges. Frequent resident concerns related to inadequate flows have been received, and over the years there have been multiple breaks requiring emergency repair.

Summary of overall objective of the project:

  • Replace existing watermain and associated water services
  • Improve the reliability of the water service

Affected Services


Hydro, Telephone, Cable TV, and Gas services should not be affected by the construction, barring any unforeseen circumstances. 

Water Services

Water services will be interrupted for a short time to switch service over to the new watermain. Notice of the timing of any water interruptions will be provided to affected residents in advance of such occurrences.

Curbside Collection

On the normal curbside collection day, residents are asked to place all garbage, organics, recyclables and yard waste materials at the front of their property as usual. The City’s waste pickup contractor is anticipated to have access through the construction site.  If the City’s waste pickup contractor does not have access, the construction contractor will remove these items and take them to outside of the construction zone, for pickup by the City’s waste pickup contractor. Your garbage cans, organics bin and recycling boxes will be returned to your property later that day.  Please mark your address on all of your containers. It is very important that you take your refuse and recyclable items to the front of your property by 7:00 a.m., otherwise these items might not be picked up.​

Access to Properties

All reasonable efforts will be made to maintain vehicle access to driveways. However, there may be some temporary interruptions to access during construction while construction vehicles maneuver. Access will be restored as quickly as possible.The Contractor will provide prior notice of any imminent access restrictions to the businesses and residents.
Pedestrian access to all homes and businesses will be maintained during construction.


The contractor is required to conduct his work in a safe manner, including fencing of deep excavations, etc.  We ask that you take extra caution during the construction period to ensure everyone’s safety.

Emergency Services

Access for emergency vehicles will always be maintained.


September to October 2020

Traffic Impacts

The contractor will use traffic control measures to permit through-​traffic through the construction site. Typically this will include using traffic cones to steer drivers around the contractor’s vehicles, which will frequently be parked in the centre of the roadway where sanitary maintenance structures (manholes) are. Occasionally, flag persons will be required to assist with traffic control.​
