Sanitary Sewer Relining Program
Annual asset management program focusing on the structural lining for sanitary sewer mains.
2020 Program Details
The work includes the structural lining of approximately 710 m of sewer main, pre-lining and post-lining CCTV inspection, maintenance hole benching and structural repairs and drop structures. Sanitary sewer will be rehabilitated by installing a new pipe liner on the following streets:
- Alexander Street – Johnson Street to Oliver Street
- Shanty Bay Road – Puget Street to Garrett Crescent
Installing a liner is typically completed with no excavation in the roadways to rehabilitate the sewer main.
Schedule
The program has been postponed until 2021 due to the COVID-19 pandemic.

About the Sanitary Sewer Relining Program
Throughout the City there are many sanitary sewers that require rehabilitation but not necessarily total replacement.
The wastewater collection system has traditionally been replaced or rehabilitated as part of full road reconstruction projects. While it is cost effective to do this while the roads are being constructed, it limits repairs to only sewers within road reconstruction projects. This results in many segments of the sewer collection system in need of repair being postponed, increasing the risk of failure and increasing infiltration into the sewers.
This program aims to complete sewer rehabilitation using trenchless technologies which reduces costs by reducing road restoration requirements and will also reduce operational costs associated with repeated maintenance activities or emergency repairs.
Affected Services
Water service, Hydro, Telephone, Cable TV, and Gas services should not be affected by the construction, barring any unforeseen circumstances.
Sanitary Service
Some temporary interruptions in the sanitary service will occur when the pipe liner material is curing. You will receive notices of the interruptions at least a day before they are scheduled to occur.
Garbage Collection
On the normal curbside collection day, place all garbage, organics, recyclables and yard waste materials at the front of your property as usual. The City’s waste pickup contractor is anticipated to have access through the construction site. If the City’s waste pickup contractor does not have access, the construction contractor will remove these items and take them to outside of the construction zone, for pickup by the City’s waste pickup contractor. Your garbage cans, organics bin and recycling boxes will be returned to your property later that day. Please mark your address on all of your containers.
It is very important that you take your refuse and recyclable items to the front of your property by 7am., otherwise these items might not be picked up.
Access to Properties
All reasonable efforts will be made to maintain vehicle access to driveways. However, there may be some temporary interruptions to access during construction while construction vehicles maneuver. Access will be restored as quickly as possible.
The Contractor will provide prior notice of any imminent access restrictions to the businesses and residents.
Pedestrian access to all homes and businesses will be maintained during construction.
Safety
The contractor is required to conduct his work in a safe manner, including working in the middle of the roadway with through traffic. We ask that you take extra caution during the construction period to ensure everyone’s safety.
Emergency Services
Access for emergency vehicles will be maintained at all times.
Traffic Impacts
The contractor will use traffic control measures to permit through traffic through the construction site. Typically this will include using traffic cones to steer drivers around the contractor’s vehicles, which will frequently be parked in the centre of the roadway where sanitary maintenance structures (manholes) are. Occasionally, flag persons will be required to assist with traffic control.
