​New Foundations: An Affordable Housing Initiative

New Foundations offers select property owners the chance to apply to undertake a feasibility study, with the aim of creating more affordable housing options in Barrie.

On October 4, 2021, City Council adopted two by-law amendments to Zoning By-law 2009-141 to facilitate more and better affordable housing options. See Zoning By-law Updates for Affordable Housing for details. The City's Affordable Housing Strategy aims to encourage, stimulate and increase the supply and range of affordable housing.

What Is New Foundations?

New Foundations is a City of Barrie initiative that offers select property owners the chance to apply for support to undertake an affordable housing feasibility study.
Each feasibility study:

  • Provides a vision for building affordable housing on a property;
  • Outlines the practical steps needed to turn that vision into reality; and,
  • Is worth approximately $20,000.

Through New Foundations, the City will be funding up to 10 affordable housing feasibility studies.

Why New Foundations Now?

On October 4, 2021, City Council adopted an amendment to Zoning By-law 2009-141, which makes it possible to now build affordable housing within Institutional zones – areas of Barrie that include places of worship, community centres, assisted living facilities and other similar types of properties.

Following this, Barrie City Council put forward a motion to fund affordable housing feasibility studies for properties zoned institutional, as well as for certain places of worship outside of institutional zones.

Many of these sites are large and have the space to build affordable townhomes or small- or mid-sized apartments in conjunction with the existing permitted use. This initiative is just one way in which the City is committed to working with partners to bring more affordable housing to Barrie.

Application Guidelines

Who Can Apply?

As per City Council’s motion, you are eligible to apply if:

  • You own or represent a Barrie property that is zoned Institutional (I); or,
  • You own or represent a place of worship zoned for residential uses.

How Can I Apply?

Applications will be accepted through an online application portal, starting in February 2022.

If I don’t qualify for this initiative, what else can I do to help solve Barrie’s affordable housing crisis?

There are many ways to work together with the City of Barrie and its partners to help make more affordable housing available in Barrie. If you are a property owner, you may consider providing an additional residential unit on your property.

As the City of Barrie works on updating its Affordable Housing Strategy, there will also be opportunities to get involved through public consultation and engagement. Learn more about the different ways you can get involved in Barrie’s planning and development process here.
