​Low-Income Household Water/Wastewater Relief Program

A water/wastewater financial assistance support program that was approved by City Council in May 2021.

This program provides financial assistance to low-income households in Barrie, to help offset water/wastewater bill costs. Successful applicants will be credited a portion of their water/wastewater bill back to them.

Credit Amount

The credit provided will not exceed 40% of the total water/wastewater bill to a maximum of $60 per billing cycle.

Program Eligibility

The following criteria must be met:

  • The applicant is a permanent, full-time resident of Barrie with a current residential water/wastewater billing account (the account must be in the applicant's name);
  • The application pertains to a principal residence that the applicant either owns or rents. A principal residence is defined as the main location where the applicant lives;
  • The applicant's total household income must fall into one of the following limits, before tax:

    Amounts are based on the Government of Canada's 2020 low-income cut-offs (LICOs) and are subject to change.

Application Process

Applicants must re-apply each year. Once approved, the applicant will receive the credit for a full year from the date of approval.

  1. Before you start, ensure you have the following information available:
    • Your previous year's Notice of Assessment or Notice of Reassessment from the Canada Revenue Agency to confirm your income;
    • Your water/wastewater account number (displayed on your water/wastewater bill);
    • The property tax roll number (displayed on the property tax bill). This only applies to applicants who are property owners. If you are a tenant, you do not need to provide this information when applying.
       
  2. Fill out an application form. Physical copies are also available at Service Barrie (City Hall, 70 Collier St.)
     
  3. Submit your completed form:
    • by email to water.relief@barrie.ca
    • in person to Service Barrie (City Hall, 70 Collier St.)
    • by mail to City Hall, 70 Collier Street P.O. Box 400, Barrie, ON, L4M 4T5

Applicants will receive an email or a letter that confirms approval, or reasoning why the application was denied. If approved, the credit will be applied to the next water/wastewater bill.

Frequently Asked Questions

If I have not filed my taxes or I included the wrong years for the Canada Revenue Agency Notice of Assessment or Notice of Reassessment. Do still qualify?

You may still qualify. If you apply before the April 30 income tax deadline, you can provide the Canada Revenue Agency's NOA/NOR from two years prior. You will then need to provide the previous year's NOA/NOR by June 1 to continue to receive the credit. 

I have been approved but I moved to another address. Do I have to reapply?

No. If you have already been approved, the program is transferable to any address within Barrie for the time remaining (one year from date of approval).

I use a home dialysis machine that uses more water than the average household. Am I eligible for a larger credit?

There are currently other programs available to financially support individuals on home dialysis. The Ontario Renal Network offers a grant to help offset the added electricity and water costs. 

My residential water/wastewater account is in arrears (debt). Can I still apply?

Yes, applicants can be in arrears, but the rebate is not retroactive. A credit in the current year will be applied to the arrears balance owing.

My tenant is eligible for the program. Can I apply on their behalf?

No. The tenant must apply, and the water/wastewater account must be in their name.
