Morrow Road Reconstruction
The City has tendered Contract 2016-072T for the reconstruction of Morrow Road. The project has been included in the 2016 and 2017 Business Plan
This reconstruction project replaces aging infrastructure; the sanitary sewer, watermain, and roadways require upgrading to bring them to an acceptable service level and minimize long-term maintenance costs.

The intention is to pulverize existing asphalt on Monday (October 30, 2017), prep/grade the roadway Tuesday/Wednesday and pave on Thursday, weather permitting. During this work, there will be a single lane closure with flagging.

As per the August 22 update, the City canceled the previous contract for Morrow Road Reconstruction because the contractor was not meeting the timelines for the project.
Enbridge is completing their work on Morrow Road by Friday, October 13, 2017.
The City arranged to have a paving contractor replace asphalt on Morrow Road from Ardagh Road to Fraser Court. This work is expected to be complete by the end of October, 2017. The intent of this work is to at least make the roadway ride more smoothly for the winter months.
The City is re-tendering the work in the contract that was cancelled. The new tender will be advertised beginning in late October. Full reconstruction is expected to be complete in September 2018.

The City of Barrie had to cancel the contract for Morrow Road Reconstruction because the contractor was not meeting the timelines for the project. The City is determined and committed to reconstructing Morrow Road and is re-tendering the project in September 2017. Construction is expected to be complete in September 2018.

The utility companies continue to do work on Morrow Road. The road construction contractor is expected to arrive on site this week and activity will begin the week of July 24.

The road construction project is a single contract divided into two phases. Phase 1 of the project is scheduled to start in June 2017 which will include the described works from Patterson Road approximately 50m East of Fraser Court.
Utility relocation has been completed from Patterson Road to Fraser Court, and will continue from Fraser Court to Ardagh Road. The remaining utility relocations will be underway at the same time as Phase 1 construction.
Phase 2, from 50m East of Fraser Court to Ardagh Road, will commence after the utility relocations have completed. Completion of Phase 2 is expected in fall 2017 or spring 2017 (dependent upon when utility relocations are completed).
The work includes the following:
- Reconstruction of Morrow Road between Patterson Road and Ardagh Road including: new road granulars, hot mix asphalt and asphalt shouldering.
- Replacement of approximately 500m of sanitary sewers including sanitary service laterals to the property line;
- Replacement of the local watermain, including all water service to the property line and fire hydrants.
- Replacement of the existing CSP culvert at Hotchkiss Creek with a 4000x1800mm concrete box culvert, including headwalls.
- Replacement of all the driveway culverts;
- Regrading and Restoration of the roadside ditches; and,
- Restoration of the driveways.

Temporary Truck Route
Due to the extent of the reconstruction and access requirements, Morrow Road will be restricted to local traffic and will not be a through road. Until project completion, tenants, utilities, and the construction crew have been given permission to use Patterson Road as a temporary truck route to access Morrow Road.
Sanitary sewer, hydro, telephone, cable TV, and gas services should not be affected by the construction, barring any unforeseen circumstances.
When PowerStream and Enbridge perform their relocation work, you can anticipate power outtages and gas supply interruptions. PowerStream and Enbridge will coordinate their relocations and power/gas interruptions with the business owners while they perform their respective work to minimize impacts on business operations.
Water service will be interrupted for a short time to switch service over to the new watermain. Notice of the timing of the water interruption will be provided.
Curbside collection service will not be affected. On the normal collection day, residents are asked to place all garbage/organics/recyclable and yard waste materials out by 7am. The construction contractor will remove these items and take them outside the construction zone, for pickup by the collection contractor. Emptied containers will be returned to the appropriate driveway. Please mark your address on all of your containers with a black marker.
Access to Properties
Vehicle access to properties within the construction limits will be provided at almost all times during construction periods. On several occasions however, direct access to driveways will be interrupted, due to driveway culvert replacement, watermain and sanitary sewer works. The Contractor must give prior notice of any imminent access restrictions to businesses.
During the construction, some short delays (e.g. a few minutes) while driving through the construction area can be expected while equipment is maneuvering, trucks are dumping, etc. We ask for your patience in such instances.
Morrow Road will be closed to through traffic with access to businesses from one direction. The road closure will allow access from either the Ardagh Road or the Patterson Road end. The City will allow and post signage, regarding access to businesses.
Access for emergency vehicles will be maintained at all times.
Pedestrian access will be maintained during construction. If you have any special needs, or if wheelchair access is required, please advise the Construction Engineer at 705-739-4220 x4362.
The Contractor is required to conduct his work in a safe manner, including fencing of deep excavations, etc. We ask that you take extra caution during the construction period to ensure everyone’s safety.
