This multi-year, multi-phase project will renew and maximize the efficiency of existing assets and create the accessory sites and structures required to effectively support the City’s growth and operational service requirements in a timely manner.

The Operations Centre Redevelopment (OCR) & New South Satellite Yard Development project will identify and implement the necessary physical changes to support not only current but anticipated future needs of the City’s public Operations including roads maintenance and winter controls, parks operations, traffic operations, fleet operations, rail operations, stormwater operations and solid waste management operations.

As the City of Barrie expands into the Hewitt’s and Salem Secondary Plan areas and begins to densify within the old Barrie boundary, this project will support the increased service demands for various City Operations Departments. 

The primary objectives of this project include:

  • Create an actionable, phased implementation plan for the redevelopment of 165 Ferndale Drive North.
  • Implement the phased construction, relocation and demolition of the structures at 165 Ferndale Drive North to create the most efficient use of resources in support of the day-to-day operational services.
  • Analyze the future growth of Barrie. Select and obtain an appropriate site(s) for auxiliary support services to maximize the efficiency of operational service delivery.

Project Updates

Phase 1 Redevelopment

In this phase the salt shed, roads shed, and greenhouse will be constructed. Other work will include the new bulk water filling station, the renovation of the existing brine making system, the development of the central green space, the reconfiguration of the landscaped areas at the northeast corner of the site and along the Ferndale North street frontage, and the reconfiguration of staff and visitor parking around the new greenhouse. Phase 1 will also include the demolition of the existing road storage building, small block building and greenhouse.

Integrated Project Management Approach

An Integrated Project Delivery (IPD) approach will be used for this project to maximize value and minimize time to completion.  Through the IPD approach, a validation process will translate the operational requirements into an actionable plan meeting the identified needs while maintaining flexibility for future growth. The IPD approach brings all project stakeholders together early in the process to collaboratively harness the talents and insights of all participants to optimize the project results, increase value, reduce waste, and maximize efficiency through all phases of design, fabrication, and construction. The outcome of IPD is the opportunity to design, build, and operate as efficiently as possible.
