Residents can expect travel delays Thursday as City supports funeral for Constable Devon Michael Northrup and Constable Morgan Russell

(Barrie, ON) – The South Simcoe Police Service has announced the funeral arrangements for Constable Morgan Russell and Constable Devon Michael Northrup. A funeral service will be held at 11 a.m. on Thursday, October 20 at the Sadlon Arena. As a result of increased traffic and road closures, residents should anticipate delays on all City streets.

The funeral is not open to the public. Members of the public are invited to observe the funeral procession as it travels from the Adams Funeral Home and Cremation Services Ltd (445 St. Vincent Street, Barrie) and the Steckley-Gooderham Funeral Homes (30 Worsley Street, Barrie) to the Sadlon Arena. 

“When a tragedy like this occurs, communities come together,” said Mayor Jeff Lehman. “We are all grieving alongside our neighbouring police service and community and are here to support them in anyway we can. The City of Barrie is honoured to provide the venue and assist with logistics so people can come together to pay respects to these two heroes--Constable Morgan Russell and Constable Devon Michael Northrup.”

Road Closures

The following road closures will be in effect on Thursday, Oct. 20:

  • Bayview Drive from Big Bay Point to Churchill Drive will be closed commencing at 5 a.m. to 4 p.m. In addition, Churchill Drive will be closed at Welham Road, with local traffic access only.
  • Bayview Drive from Churchill Drive to Mapleview Drive will then be closed commencing at 8 a.m.to 4 p.m.
  • Harvie Road/Big Bay Point Road will be closed from Veterans Drive to Bayview Drive commencing at 5 a.m. These roads are expected to reopen at approximately 10 a.m. Note: Harvie Road becomes Big Bay Point Road at Fairview Road.
  • Fairview Drive will be closed at Little Ave, with local traffic access only.

Barrie Transit

Barrie Transit will not service the Park Place transit hub or Bayview Drive from Big Bay Point Road to Mapleview Drive East from beginning of service until approximately 5 p.m. on Thursday, Oct. 20. Routes 1 & 3 will detour away from Park Place and Bayview Drive along Welham Road, Route 8 will service Park Place from Mapleview Drive East and the Park Place entrance, and Routes 2 & 7 will detour away from Park Place and service Mapleview Drive West and Barrie View Drive. Note: Residents may notice other transit agency buses in Barrie on Thursday. They are being used to assist in shuttling first responders to the funeral. 

Bayview Drive Dog Off-Leash Recreation Area (DOLRA) 

The Dog Off-Leash Recreation Area (DOLRA) located on Bayview Drive will be closed the evening Wednesday, Oct. 19 and on Thursday, Oct. 20. Pet owners can attend the Sunnidale Park DOLRA located between Sunnidale Road & Coulter Street. More information at www.barrie.ca/DOLRA

Event cancellation

The Family Fright Fest event on Wednesday Oct. 19 has been cancelled. The Family Fright Fest event will still take place as planned tonight (Tuesday, October 18) from 5-8 p.m.

All bookings at the Sadlon Arena from Wednesday morning until noon on Friday, Oct. 21 have been cancelled or relocated. The City has contacted the impacted users directly.
