Fees By-law

The Fees By-law is updated annually. Proposed fee changes are presented to City Council as part of the annual budget. The 2025 Fees By-law and schedules were effective May 1, 2025.

For the City's operating budget, money is raised in two streams: tax rate and user rate. The tax rate is funded primarily through property taxes, user fees and reserves. The user rate is funded primarily from reserve funds and user fees, which are intended to make the programs and services self-sustaining.

The 2026 Fees By-law is effective May 1, 2026. The schedules linked below include applicable 2025 and 2026 fees.
