This Neighbourhood Meeting is your first opportunity to hear about a proposed development from the applicant, understand the City’s planning approval process and timelines and give you the chance to ask questions. This is a preliminary meeting to provide residents with information before the application is reviewed by City staff and considered by City Council. A Statutory Public Meeting will be scheduled at a later date, in accordance with the Planning Act.
Corbett Land Strategies Inc., on behalf of Sky Development Group have proposed an Amendment to the Official Plan and Zoning By-law for lands known municipally as 320 Bayfield Street in the City of Barrie.
The site is approximately 12.6 hectares (31.1 acres) in size and fronts onto Bayfield Street, Coulter Street and Glenwood Drive, northwest of Highway 400. The site is known as the Bayfield Mall.
The proposed Official Plan Amendment seeks to amend Schedule C of the Official Plan to create a Defined Policy Area on part of the subject property and allow for the proposed Storage Use to be permitted. The existing Community Centre Commercial designation would remain unchanged. The proposed Zoning By-law Amendment seeks to rezone part of the subject lands from ‘Shopping Centre Commercial’ (C3)’ to ‘Shopping Centre Commercial’ with a Special Provision (C3)(SP-XXX) for a site-specific provision to permit Self Storage as a permitted use.
The Neighbourhood Meeting will be held on Tuesday, January 11, 2022 starting at 7:00 p.m., ending no later than 9:00 p.m. With the current restrictions on public gatherings due to COVID-19, this neighbourhood meeting will be held in a virtual forum with electronic participation via ZOOM.
To participate in the virtual neighbourhood meeting, you will need access to a computer with internet service or a telephone.

WHAT TO EXPECT
- A presentation from the applicant of the development concept;
- City review process and timing;
- An opportunity to meet the applicant, City staff and Ward Councillor;
- A time for asking questions, providing thoughts, comments and concerns regarding the proposed development.
WHAT NOT TO EXPECT
- City staff recommendations on the application or a detailed analysis on the proposal (this will occur later in the review process);
- A debate on the merits of the proposal between City staff and the applicant.
