The Minet’s Point Sanitary Pump Station (SPS) Reconstruction project is being undertaken to address flood risk, aging infrastructure, and long-term operational reliability. The existing pump station and control building are located within a high-risk flood and erosion area, creating ongoing operational and environmental challenges. 

The project is closely coordinated with the City’s Whiskey Creek Culvert and Channel Improvements Project. The planned work includes reconstructing the control building to support and enable Phase 2 of the Whiskey Creek project. 

The planned work also includes evaluating upgrades or replacement of key infrastructure, including the potential construction of a new wet well. 

Project Update

June 11, 2026

The project is currently in the Study phase. The following work has been completed: archaeological assessment, subsurface utility engineering (SUE) investigation, topographical survey, geotechnical and hydrogeological study. 

The City is currently undertaking a condition assessment of the existing pump station infrastructure, including the wet well and equipment within both the wet well and control building. 

A Request for Proposal (RFP) is underway to retain a consultant to develop a conceptual design for the pump station.

This phase includes the following:

  • Archaeological assessment 
  • Subsurface Utility Engineering (SUE) investigation 
  • Topographical survey 
  • Geotechnical and Hydrogeological study 
  • A condition assessment of the existing pump station infrastructure to help determine:
    • Which infrastructure components may be reused 
    • Whether a new wet well is required 
    • How these findings may influence the project scope, schedule, and design approach 

Conceptual Design Phase

This phase includes the following:

  • Develop a conceptual design  
  • Develop an integrated construction plan that combines:  
    • Pump station Reconstruction 
    • Whiskey Creek Channel Improvements 
    • Minet’s Point Park Renewal 

This work will result in a cohesive implementation plan for all related projects.

Next Steps

The conceptual design will inform a future procurement phase. The City anticipates delivering the pump station reconstruction project using a Design-Build (DB) approach.
