Development Concierge Programs
Together, Development Concierge Programs aim to improve access to housing and provide more housing options in the community, while also creating jobs for residents by helping new and existing businesses grow. The programs support the City’s goal to create a community where residents can live and work, and Council’s priority of creating more affordable places to live.
Employment Development Concierge Program
Assists navigation through site selection, pre-submission due diligence, funding and incentives, partnerships and approvals processes.

Development Incentives
Bonus for Affordable ARUs
Provides a one-time top-up of $15,000 to homeowners approved for funding through the County of Simcoe’s Secondary Suites Program.

Per Door Grant Program
Intended to provide flexible financial assistance to incentivize the creation of more affordable and rental housing units within Barrie.

Tax Increment Equivalent Grant Program
Incentivizes the development of medium and high density purpose-built rental units by providing a yearly grant for a period of up to 10 years.

Development Charge Waiver Pilot Program
Eligible permit applications must be received by December 31, 2025, with building activity to commence before May 31, 2026.

New Foundations 2.0
Provides the opportunity for staff, service providers, non-profit organizations, and landowners to develop stronger relationships that can bring affordable housing developments to fruition.

Exemption from Planning Application Fees Program
Staff can waive upfront select Development Services Fees, including planning application fees and other associated administrative fees for qualifying affordable housing projects by non-profits and charitable organizations.
