Notice of Complete Application for Official Plan and Zoning By-law Amendments: 90 Mapleview Drive West

TAKE NOTICE that the Corporation of the City of Barrie is in receipt of a complete application as of Monday, August 24, 2020 for a proposed Official Plan Amendment and Amendment to the Zoning By-law.

TAKE NOTICE that MHBC Planning Limited on behalf of Plaza Retail REIT have submitted a complete application for an Official Plan Amendment and Amendment to the Zoning By-law for the lands known municipally as90 Maplev_iew Drive West_. The subject lands are legally described as Part of Lots 12, 13, 14 and 15, and Part of Centre Road, (Closed by R01050168 and SC663004) Registered Plan 67 in the City of Barrie. The site is approximately 4.23 hectares in area and is currently vacant.

The proposed Official Plan Amendment seeks to amend Schedule A – Land Use, in the Official Plan maintaining the existing designation while introducing site-specific policies which would permit additional commercial land uses, including but not limited to retail stores, personal service stores, food stores, and supermarkets.

Further, the applications seek to amend Schedule C – Defined Policy Areas to include on the subject property commercial retail uses, including but not limited to retail stores, personal service stores, food stores, and supermarkets as permitted uses in addition to the list of permitted uses under Section 4.4.2.2 of the Official Plan.

The proposed Zoning By-law Amendment seeks to amend the current zoning from Light Industrial with Special Provision 167 (LI SP-167) to Light Industrial with Special Provisions (LI SP-XXX). In addition to the uses permitted under Section 7.2 of the Zoning By-law, and as permitted by Special Provision 167, the following commercial uses will also be permitted: Retail Store, Personal Service Store, Food Store, Supermarket, and Standalone Restaurant.

A public meeting will be scheduled in the Fall of 2020, at which time any person may make representation at the meeting, however, written submissions to Legislative and Court Services are encouraged. Notification of the Official Plan Amendment and Amendment to the Zoning By-law, if adopted by Council will be provided upon written request to the City Clerk.

If a person or public body does not make oral submissions at a public meeting or make written submissions to the Corporation of the City of Barrie in respect of the proposed Official Plan Amendment or Amendment to the Zoning By-law before the Corporation of the City of Barrie gives or refuses to give approval to the proposed Amendments:

(a) the person or public body is not entitled to appeal the decision of the Corporation of The City of Barrie to the Local Planning Appeal Tribunal; and

(b) the person or public body may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
