The Study

The City of Barrie has retained WSP Canada Inc. (WSP) to complete a Municipal Class Environmental Assessment (MCEA) Study for transportation improvements on Bayfield Street from Grove Street to the City of Barrie limits. The location of the work to be completed is shown on the enclosed key map. The purpose of this letter is to inform you of the project and provide you with an opportunity to offer comments and/or provide information that may pertain to the study.

The Process

This MCEA Study will follow the planning and design process following the Municipal Engineers Association’s MCEA process for a Schedule ‘C’ undertaking (October 2000, as amended in 2007, 2011, 2015 and 2023), which is an approved process under the Ontario Environmental Assessment Act. As part of this process, three public consultation events will be held. Once the study is complete, an Environmental Study Report (ESR) will be prepared and filed for a 30-day public review period. A Notice of Completion will be published on the project website, City’s social media accounts, public notices section of www.barrie.ca and sent to the project mailing list to advise the public of the ESR review period. Pending completion of the MCEA and subject to budget approval, the City intends to proceed to the detailed design phase of the project.

How can you get Involved?

Public engagement is an important component of the MCEA Study process. The City will work with, consult, and engage with interested stakeholders, including the public, landowners, regulatory agencies and Indigenous communities, throughout the course of the study. Three public consultation events will be held at key milestones to provide an opportunity for the public to review project information, provide comments, and discuss issues with the Project Team. Notice of the public events will be published on the project website, public notices section of www.barrie.ca, social media accounts and sent to the project mailing list. You are encouraged to visit the project website at www.buildingbarrie.ca/bayfieldstudy and register to receive project news, updates, and notices of events as well as complete the first project survey located at the bottom of the page. The website also allows users to share ideas, ask questions and has a mapping tool to share location specific comments and ideas.

Public Information Centre #1

The first Public Information Centre will be a pre-recorded video presentation providing an overview of the project, study process, project objectives, outline of existing conditions and information on technical studies. The presentation video will be available at www.buildingbarrie.ca/bayfieldstudy on March 29th, 2024. Those wishing to provide comments can do so through the project website.
