Owen Street (north of Dunlop to Collier, including Collier Street intersection) was reopened on June 6.
The contractor has been progressing on the section of Owen Street from Collier to McDonald. They have completed the new sanitary sewer up to Worsley Street and have begun the watermain work at Collier.
Owen Street and Worsley Street remain closed to traffic and pedestrians. Residents are reminded to use signed detours on Mulcaster Street, Collier Street and McDonald Street to safely avoid the area. View closure and detour details on map.

The planned road closure changes have been postponed due to weather. The current Owen Street road closure is now anticipated to end on Friday, June 6. Subsequently, the same day, Owen Street will be closed from north of Collier to south of McDonald, including the Worsley intersection, as the contractor's operations shift northerly. This closure will be in place until October 2025.

Construction on Owen Street is progressing well and slightly ahead of schedule, with the contractor in the final stages of work in the phase 1 area from Dunlop to Collier.
New sidewalk is being installed on Owen Street this week, therefore there will be no pedestrian access from Collier to Dunlop Monday, May 26–Tuesday, May 27 and again on Friday, May 30–Saturday, May 31 (all dates inclusive).
The current Owen Street road closure is anticipated to end on June 4, weather permitting. Subsequently, on Wednesday, June 4, Owen Street will be closed from north of Collier to south of McDonald, including the Worsley intersection, as the contractor's operations shift northerly. This closure will be in place until October 2025.
February 14, 2025
The contractor will mobilize to site this month, and will begin construction in March 2025. The first stage of work will focus on the area of Owen Street from Dunlop to north of Collier.
Owen Street will be closed from north of Dunlop to Collier, including the full closure of the Collier Street intersection. The closure is expected to start on Monday, February 24 and remain in place until July 2025. No vehicles will be permitted to travel through the closure. Local access to businesses will remain open with detours in place via Mulcaster Street, Worsley Street, and Clapperton Street.

The construction contract has been awarded to John Bravakis Enterprises Ltd. Preparation work is underway and will continue through the fall. This includes obtaining utility locates, pre-condition surveys, and site investigations. Future project updates will be provided on this page closer to the start of construction, which is anticipated to begin in spring 2025.

The project went out to bids and tenders on August 1 and will be closing September 11, 2024.
July 29, 2024
We anticipate this project will be out to bids and tenders this week, with construction anticipated to start in September 2024. The tendering process was postponed to allow the downstream project to be awarded before tendering this project.
We have received some feedback about the appearance of the asphalt sidewalks that were placed after the gas relocations. Please note the asphalt sidewalk restoration is temporary, as the City's work will include removing and replacing all existing sidewalks and boulevard along Owen Street.

Design is complete and all drawings, documents and permits have been provided to the City. Enbridge Gas has completed the restoration along Sophia Street for their relocations. Enbridge Gas is finalizing their gas relocations along Owen Street; it is anticipated that their work on Owen Street will be completed within a week. The pre-qualification process for the general contractor has been completed and the project will be out to bids and tenders in June 2024. Construction is anticipated to start in July 2024.

December 6, 2023
- Kodiak Tree Services is nearly finished with tree removals. One tree on Sophia is outstanding, which requires Alectra to be on site for removal as the branches are touching the hydro lines.
- Enbridge Gas continues to work on utility relocations on Sophia between Peel and Owen. They have completed the underground works and are focused on the connections to the homes in the area.
- Associated Engineering is working towards submitting the final project design to the City.
- The City is actively engaging with the utility companies to have utility relocation designs complete by early next year.
November 1, 2023
- Kodiak Tree Services anticipates starting the tree removals on November 6. An information bulletin will be hand-delivered to the impacted residents along Sophia and Owen Street.
- The geotechnical works are completed.
