This project will provide a new mixed-use facility consisting of administrative, operational, maintenance, and related spaces to support growth and demand to treat wastewater in Barrie.

The City of Barrie has been experiencing unprecedented growth. An expansion of wastewater services is required to support the growing population. As the demand for wastewater treatment increases, the demands for the correct level and quality of administration, operations, maintenance, and related spaces have also increased, resulting in the City’s need for a new facility to support these functions.

Project Updates

September 3, 2025

  • The consulting and design team have finalized the design development phase including drawings, briefs, and a Class C cost estimate.  
  • The consulting and design team are proceeding with the construction document phase.  
  • The following site due diligence activities have been completed over the past quarter: Arborist Study and Tree Preservation Plan, Soil Vapour Intrusion Assessment, Due Diligence Risk Assessment 
  • The following site due diligence activities are underway: Hydrogeological Study, Risk Management Plan, Non Aqueous Phase Liquid monitoring,  
  • The application for the full Site Plan Approval has been submitted and is under review. 

Site & Building Details

This project supports the City’s Official Plan by building within one of the City's identified intensification and urban growth centre areas to promote growth and development. The facility will be located on several individual City-owned properties adjacent to the Wastewater Treatment Facility (WwTF), supporting its growth. 

The Wastewater Innovation Centre will comprise of administrative spaces, a training and multi-purpose area, maintenance and repair workshops, garage bays, staff facilities, vehicle storage and any other spaces required to support the functions serving the WwTF. The facility will be complimentary to the surrounding area, integrating with the neighbourhood character, and will be targeting net zero energy design, using renewable energy to reduce ongoing operating costs over the life of the building.
