Take Notice of a Decision of the Council of The Corporation of the City of Barrie to adopt By-law Number ​2026-077​ on ​Wednesday, June 17, 2026​ pursuant to Direction Number MDIR007-26, under Bill 3, the Strong Mayors, Building Homes Act, 2022, in accordance with subsections 284.3(b) of the Municipal Act, 2001. 

The purpose of this Employment Development Community Improvement Plan Amendment (Employment Development CIP) is to add the Sovereign Defence Investment Readiness Program to enhance the City of Barrie’s strategic position to support and grow Ontario’s defence industry in global markets, attract new defence investment to the province and help Ontario companies take advantage of growing export opportunities. 

The Employment Development CIP applies to all of the lands within the City of Barrie municipal boundary, as demonstrated in the Official Plan 2051 (May 2024), as amended. 

IF YOU WISH TO APPEAL the decision of the City of Barrie to the Ontario Land Tribunal (OLT) in respect to the By-law, you may do so within twenty (20) days of the issuance of this notice by filing a Notice of Appeal via the OLT e-file at https://olt.gov.on.ca/e-file-service/ by selecting [City of Barrie] as the Approval Authority or by mail to the City Clerk – City of Barrie, no later than 4:30 p.m. on or before ​Sunday, July 12, 2026​ .  The filing of an appeal after 4:30 p.m., in person or electronically, will be deemed to have been received the next business day.  If the e-file portal is down, you can submit your appeal to:  OLT.submissions@barrie.ca.  Please consult the Ontario Land Tribunal’s website (https://olt.gov.on.ca/) or call 1-866-448-2248 for further information regarding how to file an appeal.
