Barrie’s Employment Development CIP will support creating an ‘open for business’ environment to help encourage job creation by incentivizing development as part of Council’s Strategic Priority of creating an Affordable Place to Live.
On May 28, 2026, a proposed update to the Employment Lands Development CIP was introduced by Mayor Nuttall pursuant to Bill 3, the Strong Mayors, Building Homes Act, 2022, in accordance with subsection 284.3(b) of the Municipal Act, 2001.
Incentive Programs
The Employment Development CIP financial incentive programs include:
- Employment Ready Review
- Tax Increment Equivalency Grant (TIEG) – Employment
- Planning and Building Permit Fees Grant Program
- Study Grants Program
- Sovereign Defence Investment Readiness Program
- Sovereign Defence Industrial Space Activation Program
Under the current City of Barrie Pilot DC Deferral Policy, all residential and non-residential projects are eligible for interest-free DC deferrals. While this pilot is active—or if the policy is extended—the Employment Development CIP DC Deferral incentive (section 3.3.6) will remain inactive.

Purpose
The goal of the Employment Development CIP is to help encourage job creation by incentivizing development projects that have the potential to create employment opportunities within Barrie. This initiative targets projects showcasing substantial financial investment that will create significant local economic benefit and local workforce opportunities. This will be accomplished by using financial incentives and other programs to reduce the cost of development to give Barrie an advantage for employment related investment projects. The Employment Development CIP is a five-year program.
Program Guidelines
Please read the following before applying for CIP programs. Applicants are encouraged to contact Invest Barrie early in the process for guidance, eligibility confirmation, and assistance completing their submission.
Eligibility
Projects must be employment or industrial uses, including but not limited to advanced manufacturing. Residential, office, mixed-use, commercial and retail projects are not eligible. Priority is given to project:
- Creating or retaining large numbers of jobs
- Providing significant construction investment
- Falling within priority sectors (such as automotive, defence, mining and life sciences)
- Receiving provincial or federal economic development funding
All applications must meet the program specific eligibility requirements outlined in Section 3.3.2 through 3.3.8 of the Employment Development CIP. In addition, the following general eligibility requirements apply:

Additional incentive programs:
- Sovereign Defence Industrial Space Activation Program: Funding will be disbursed on a milestone basis following execution of a funding agreement. Payment milestones and associated conditions will be established in the agreement and tailored to the specific project.
- Sovereign Defence Investment Readiness Program: No funding provided, abatement of fees.
How to Apply
Submission intake for all programs is continuous and applications are evaluated on a first-come, first-served basis.
For Employment Ready Review, Tax Increment Equivalency Grant (TIEG) – Employment, Planning and Building Permit Fees Grant Program, Study Grants Program, to accept an application as complete, you must submit or attest to the following:
- Complete application form
- Owner’s authorization form, if applicable
- Cover letter
- Site plan drawing or concept plan
- Anticipated employment numbers and agreement to provide payroll information when requested as supporting documentation
- Confirm if a Site Plan Control agreement has been approved, required for certain applications
- Confirm an occupancy permit has not been issued
- Agree to enter into a legal agreement with the City of Barrie (if you are approved for a CIP)
Grant money can be used towards any eligible project development costs but cannot exceed total costs of development or redevelopment. If awarded a grant, an agreement between the City and the owner (registered or assessed owners of lands/buildings) is required, which will set out the terms, duration, and default provisions of any grant provided; this will be registered on title of the subject lands.

For the Sovereign Defence Industrial Space Activation Program, grant funding may be applied toward eligible project costs but will not exceed total eligible project costs. Successful applicants must enter into a funding agreement with the City that sets out the funding amount, eligible costs, payment milestones, performance requirements, term, and default and/or clawback provisions. The City may require the agreement to be registered on title to the subject lands.
Application, Review and Approval Process
The Employment Development CIP uses a continuous intake process. Applications are reviewed as they are received. The details of the submission process are outlined below and are promoted by Invest Barrie through established communication methods.
Invest Barrie staff reserve the right to establish separate intake periods for different CIP financial incentives as deemed necessary. Council reserves the right to place one or more Financial Incentive Programs on hold in any given year.
