TAKE NOTICE that the General Committee of the Corporation of the City of Barrie will hold a public meeting on Monday, September 29, 2025 at 6:00 pm to discuss a municipal restructuring proposal.
The City of Barrie, the Township of Oro-Medonte (Oro-Medonte), the Township of Springwater (Springwater) and the County of Simcoe (the County) have been engaged in facilitated discussions to develop mutually acceptable growth management solutions across their jurisdictions. To support this effort, the Minister of Municipal Affairs and Housing tasked the Office of the Provincial Land and Development Facilitator to assist with discusions to ensure alignment with Provincial priorities including the creation of housing and employment opportunities.
The facilitation process commenced in the Spring of 2024 and has entailed discussion amongst municipal leadership at the City of Barrie, Springwater, Oro-Medonte and the County. The process has resulted in technical studies conducted by consultant experts including assessment of the need for additional residential and employment lands in areas adjacent to Barrie, Springwater and Oro-Medonte; preliminary findings were presented to all Councils in late 2024. More recent studies include delineation of land to accommodate urban expansion, environmental mapping and constraint analysis, infrastructure servicing requirements and costing. Information and documentation regarding the process is available on the City’s website. The draft restructuring proposal and supporting technical material will be made available on the City’s website on September 25, 2025.
A final restructuring proposal will not be considered for approval by Council at this meeting. The proposal will be considered at the next General Committee meeting, after considering comments received as part of the public meeting and engagement process, outlined in the Municipal Act.
This public meeting is an opportunity for the public to review and provide comments on the restructuring proposal as well as the conclusions of the technical work that was completed through the facilitation process. Should a draft restructuring proposal be approved by Council, it will be provided to Springwater, Oro-Medonte and the County for consideration in accordance with section 173 of the Municipal Act.
