The City of Barrie is forecasted to experience significant population and employment growth to 2051. The City of Barrie, the Township of Oro-Medonte, the Township of Springwater and the County of Simcoe have been engaged in facilitated discussions to develop mutually acceptable growth management solutions across their jurisdictions. To support this effort, the Minister of Municipal Affairs and Housing tasked the Office of the Provincial Land and Development Facilitator (OPLDF), a provincial agency, to assist with discussions to ensure alignment with Provincial priorities including the creation of housing and employment opportunities.
Joint Land Needs Analysis & Study
In September 2024, the parties jointly retained Hemson Consulting to complete a Joint Land Needs Analysis and Study. This study was intended to determine the need for additional employment and/or residential land within and around the City of Barrie, the Township of Oro-Medonte, and the Township of Springwater.
Restructuring Proposal
The City prepared draft restructuring proposals to adjust the municipal boundary, to ensure that Barrie has enough land for homes and jobs. At the October 1, 2025, City Council meeting, Council endorsed the draft framework agreements between the City of Barrie and Township of Springwater, and the City of Barrie and Township of Oro-Medonte, as the basis of a municipal restructuring proposal to be submitted to the Minister of Municipal Affairs and Housing.
A public meeting was held on September 29, 2025, to allow residents to provide the City with input into the draft restructuring proposals and fulfil the requirements of the Municipal Act regarding public engagement.
Sections 171–173 of the Municipal Act set out a process for municipalities to work together to adjust boundaries and submit a proposal for adjusting municipal boundaries to the Minister of Municipal Affairs and Housing. Sections 171–173 of the Municipal Act allow the Minister to issue an Order to implement a restructuring proposal to adjust municipal boundaries by annexing part of a municipality to another municipality.
