About the Proposed Development

The application proposed to redevelop the commercial parking lot with two 33-storey towers above a two-storey podium. The development will deliver rental and affordable housing units, as well as institutional and City administration uses in the podium levels. Parking will be provided in a two-level underground parking garage, which will extend across the entire site area and the municipal park, John Edwin Coupe Park, to the east. Streetscape and landscape improvements are proposed, including investment in the adjacent City park.

In total, the proposed development would have a gross floor area (GFA) of 64,439 square metres, consisting of 59,809 square metres of residential GFA and 4,630 square metres of institutional GFA. A total of 882 dwelling units are proposed.

Previous Application for 50 Worsley Street

A City-initiated rezoning application for 50 Worsley Street was approved in 2024. The 1.58 acre subject site is located within Ward 2 along Worsley Street, adjacent to the Barrie Public Library, and currently contains the H-Block surface parking lot and landscaped area. The application rezones the site from 'Central Area Commercial Second Density (C1-2)' to 'Central Area Commercial Second Density - with Special Provisions (C1-2)(SP-XXX)'. 

The amendment facilitates future highest and best use development and is based on a concept comprised of 628 units within two 33-storey residential towers sharing a three-storey mixed use podium building. On the east side of the three-storey podium, there are twelve two-storey townhome-style units that overlook John Edwin Coupe Park. Retail frontage is provided along the ground floor along Clapperton and McDonald Streets. 395 parking spaces are provided in one level of underground parking and three levels of above-grade structured parking, screened with commercial and residential uses.
