TAKE NOTICE that the Affordability Committee of the Council of the Corporation of the City of Barrie will hold a public meeting on Wednesday, June 17, 2026 at 6:00 p.m. to receive information and public input on a proposed updated Employment Lands Development Community Improvement Plan for the City of Barrie under Sections 28(2) & (4) of the Planning Act, R.S.O. 1990, as amended.

TAKE NOTICE that the proposed update to the Employment Development CIP was introduced by Mayor Nuttall pursuant to Bill 3, the Strong Mayors, Building Homes Act, 2022, in accordance with subsection 284.3(b) of the Municipal Act, 2001, S.O. 2001, c. 25, as amended;

A Community Improvement Plan (CIP) is a financial and incentive-based tool available to municipalities for the purpose of encouraging select types of development within a defined CIP area. The current Employment Development CIP was adopted on December 3, 2025 and By-law Number 2026-019 was passed on March 4, 2026. The Employment Development CIP features five incentive programs.

Given the release of the Federal Government’s Canada’s Defence Industrial Strategy on February 26, 2026, which highlighted the importance of enabling sovereign capabilities, and the subsequent appointment of Ontario first-ever Ontario Military Defence Representative (OMDR) on March 9, 2026, to promote Ontario’s defence industry in global markets, attract new defence investment to the province and help Ontario companies take advantage of growing export opportunities, the existing CIP is proposed to be amended to enhance Barrie’s strategic position to support and grow Ontario’s defence industry.

The updated CIP proposes to add an additional program, Sovereign Defence Investment Readiness. The CIP Area is not proposed to change.

The draft CIP program is posted on the Employment Development CIP page on the City’s website at https://www.barrie.ca/government-news/adopted-strategies-plans/employment-development community-improvement-plan-cip.

The public meeting will be held in a virtual forum with electronic participation and in person at City Hall. The meeting will be live streamed on the City’s You Tube Channel http://youtube.com/citybarrie.

If you would like to participate virtually, you will need access to a computer with internet service or a telephone. If you wish to provide oral comments at the public meeting, please register in advance by emailing: cityclerks@barrie.ca or calling 705-739-4220 x 5500 during regular office hours prior to June 17, 2026, by 12:00 p.m. Once you register, you will be provided information from the Legislative Services Branch on how to make your submission.

Any person may attend the meeting and make representation or present submission respecting this matter. Written comments must be received June 17, 2026, by 12:00 p.m.
