This project took place on Grove Street, from Nelson Street to Johnson Street. The project included the replacement of the existing 250 mm diameter ductile iron watermain with a 300 mm PVC watermain, including resurfacing.
Project Updates
November 27, 2023
Construction is now complete. The contractor will return in spring 2024 to clean up some minor deficiencies. We thank every resident on Grove Street East and all adjacent streets for your patience and cooperation during this road reconstruction project.
November 13, 2023
Line painting is expected to be completed November 14 and 15, 2023. Bike lanes are being added on Grove Street East from Johnson to Nelson, with the eventual continuation to Duckworth.
October 26, 2023
- Grove Street is expected to be paved on October 28
- Driveway restoration to be completed the week of October 30 and notices have been delivered to impacted households
- Topsoil and sod to be completed week of October 30
- All other restoration to be completed week of October 30
- Final works estimated to be done November 10, completing the project
October 12, 2023
- All watermain work is completed and the watermain is connected to the City's Drinking Water Treatment & Distribution.
- Roadwork has begun with the removal and replacement of curb and sidewalk, which will impact some driveways. The work impacting driveways is scheduled for October 13–16. Driveway disruption notices were delivered to impacted households.
- Driveway and boulevard restoration for impacted households will begin once curb work is completed. Notices will be delivered in advance of the work.
- Surface asphalt is tentatively scheduled October 20, 2023.
- Estimated project completion is October 31, 2023.
September 19, 2023
The next part of the project is connecting the watermain to Eastview Secondary School.
To accommodate the school's need for water during the day, the work will take place overnight. A notice of night work is being distributed to nearby residents and businesses. The work is scheduled to take place Thursday, September 21, 2023 from 5pm until 6am on Friday, September 22, 2023. To complete the work, a full closure of Grove Street (Nelson Street to Fletcher Avenue) is required during this timeframe.
Noise will include back-up beepers, equipment moving and compaction equipment. This project is exempt from the Noise By-law per Schedule 2, Permanent Exemptions, Section 3: “The operations of equipment in conjunction with the City projects or reconstruction projects, general maintenance and emergency maintenance projects.”

The work is scheduled to take place Thursday, September 14, 2023 from 7pm until 7am on Friday, September 15, 2023.

August 28, 2023
Initial roadwork begins this week. As a result, the Nelson Street and Grove Street intersection is closed from August 28, 2023 at 7am to September 1, 2023 at 7pm. Only local traffic will be permitted on Grove Street from Johnson Street. The following detour route is in effect: Grove Street East – Cook Street – Steel Street – Johnson Street – Grove Street East.
The contractor will remove full depth asphalt and grade the road. Base asphalt is schedule August 30th, 2023, with the Surface Course to be placed in September. Following the base asphalt, the contractor will complete curb repairs and driveway repairs.
The new 300mm watermain has been installed from Johnson Street to Nelson Street. The contractor will link the new watermain to the existing watermain at the Johnson/Nelson intersection this week and next week. To connect the watermains and water services, there will be water interruptions at various times. All affected residences/commercial units will be given 48 hours notice before any work that will affect their water supply.
June 6, 2023
The watermain construction between Nelson Street and Johnson Street is ongoing. The contractor has completed the installation of the watermain at the intersection of Nelson Street and Grove Street. The watermain work continues moving eastbound towards Johnson Street.
Driveway interruption will occur as the watermain work moves along Grove Street. Residents will be given 24 hours notice of any interruption.
Grove Street is open to local traffic only and the detour will remain in place. Closures will be posted at barrie.ca/RoadClosures.
May 12, 2023
Construction will begin the week of May 15, 2023. The Nelson Street and Grove Street intersection will be closed May 23–28 and a detour will be set up. Between May 29 and October 2023, Grove Street will be open to local traffic only and a detour will remain in effect. Closures will be posted at barrie.ca/RoadClosures.
