Pavement management programs focus on applying the right pavement maintenance strategy to the right road, at the right time. A holding strategy is a reactive approach to pavement management.
Roads applicable to holding strategies generally have proposed construction phases in future years of the Capital Plan. Relatively minor investments are made to hold the road over until the full reconstruction project takes place.
Information bulletins are mailed to impacted residences and businesses ahead of construction, providing information specific to the impacted street.

- Newton Street (Grove to Gunn)
- Davidson Street (Grove to Gunn)
Project Updates
July 3, 2026
The precondition survey is complete. The contractor is scheduled to mobilize to Berczy July 13 to begin removing concrete curbs. One side of the road will be affected at a time. Following the completion of Berczy, concrete curb removals will continue on Davidson then Newton. Notices will be delivered in advance to advise those directly affected by the work.
