Pavement management programs focus on applying the right pavement maintenance strategy to the right road, at the right time. A holding strategy is a reactive approach to pavement management.
Roads applicable to holding strategies generally have proposed construction phases in future years of the Capital Plan. Relatively minor investments are made to hold the road over until the full reconstruction project takes place.
Information bulletins are mailed to impacted residences and businesses ahead of construction, providing information specific to the impacted street.

Project Updates
October 6, 2026
- Berczy Street, Davidson Street and Newton Street: Concrete repairs and asphalt road reconstruction have been completed. The contractor is finalizing boulevard restorations and addressing remaining deficiency items.
- Old 2nd Road South (Sutton Heights to approximately 400 m south): Drainage improvement work is underway, including installing a corrugated steel pipe culvert, regrading the existing granular road base, and constructing a new asphalt roadway with asphalt curb, gutter and spillways. Work is anticipated to be completed by the end of October 2026.
- 5–6 Side Road (Penetanguishene Road to approximately 500 m east): The contractor is scheduled to pulverize the existing asphalt roadway, followed by regrading and re-compacting the road base. Work will also include placing new asphalt, pavement markings and traffic signal detection sensors. Completion is anticipated by the end of October 2026.
A September info bulletin was delivered to affected residents in advance of the work on Old 2nd Road South and 5–6 Side Road.
