The annual Pavement Management Program includes resurfacing roads, which mainly involves the repair of defects, such as cracks, and rutting found in the top layers of the road. The goal is to proactively prevent roads from deteriorating to the point they would require more extensive and costly rehabilitation, and/or reconstruction.

There are competing priorities and a limited budget. To determine road segment priority, pavement candidates are compared to each other to determine criticality based on a number of different criteria. See pavement management FAQs.

2025 Carryover Road Segments & Status

The 2025 Pavement Management Program construction activities finished for the season in mid-December. Work on some roads was unable to be finished in 2025 due to the early arrival of snow; a December 2025 info bulletin was distributed to impacted residents. 

Outstanding work will resume in spring 2026, as outlined below. Additionally, sod repairs will be done in the spring on Burton Avenue, William to Milburn; Eccles Street South/Perry Street; Innisfil Street, Perry to Vespra; and Wellington Street West, Bayfield to Anne.

2026 Road Segments & Status

The below road segments have been confirmed for resurfacing in 2026. Due to the size of the program, the 2026 work has been split up into sub-projects. Information bulletins will be delivered to impacted properties.

A Sept. 2025 information bulletin was mailed to affected residents in the Cundles neighbourhood area.

Project #FIN2026-015T

A March 2026 pre-construction info bulletin is being distributed the week of March 9 to properties on Bayfield, Clapperton, Collier and Ross, impacted by the downtown resurfacing. Additional information bulletins will be distributed to impacted properties as details are confirmed.

What to Expect During Construction

You may experience inconveniences such as dust, noise, and short delays. The City will make efforts to reduce impacts, and your patience is appreciated.

Asbestos in Asphalt

As part of the construction work, the City must test the asphalt for asbestos before starting work. Tests have identified asbestos is present in the asphalt on:

  • Gloria Street (entire street)
  • Oren Boulevard (Heather to Gloria and Gloria to Gloria)
  • Noam Drive (entire street)
  • Heather Street (Oren to Kozlov)
  • Hilderbrandt Court (entire street)

The asbestos levels found are significantly below the level of concern set by the Ministry of Labour. The risk of exposure to asbestos for workers and bystanders is low. As a precaution, the City contractor will follow these steps while removing the contaminated asphalt:

  • Wet the pavement during asphalt cutting, grinding, and removal;
  • Attach dust collecting devices, with HEPA filters, to equipment when possible;
  • Provide personal protective equipment, such as disposable coveralls and respirators, to on-site workers upon request; and
  • Transport asphalt containing asbestos to a provincially approved disposal site. 

Although the risk is very low for public exposure, residents can choose to keep their doors and windows closed and leave the area during the time asphalt cutting and removal occurs. This is usually one or two days during the project. As a safety measure, do not pick up loose pieces of asphalt from the roadway. Learn more about asbestos in asphalt
