A digital waterfront permit is required to park for free at specific waterfront areas. You can park without a permit for $10/hour with a daily max of $50 in waterfront parking areas, enforced 24/7/365.
As of May 2, 2022, residents and non-residents can apply for the digital waterfront parking permit through the HotSpot app or website (see application instructions). Waterfront hangtag parking passes for Barrie residents expired December 31, 2023.
The digital waterfront parking permit is free for Barrie residents. There is no cost for residents to use the HotSpot app or website to get their digital permit, and no payment information is required.
You do not need a mobile device to get a permit. Once your permit is active, you do not need to bring anything with you or display anything when parking in select areas along Barrie's beautiful waterfront. Each digital permit is tied to a specific licence plate. Enforcement Services officers can verify if the parked vehicle has a permit through the licence plate number. They do not have access to any further personal information and do not track you.

How to Apply for a Waterfront Parking Permit
The permit must be activated in person or approved online before you are able to park for free at the applicable waterfront parking areas. Once activated/approved, the permit will be listed in the “Permits” section of your account under "My Permits".
Have the following documents ready. Once your application has been reviewed, images provided within the HotSpot application are automatically deleted from the system and will not be stored.
- Vehicle ownership document (the green permit you get when your vehicle is registered with ServiceOntario) for each licence plate you are registering for, ensuring the owner’s name, licence plate number and address are visible.
- Proof of address (examples: driver's licence, utility or water bill from within the last 60 days, cell phone bill from within the last 60 days, tax bill from current year).
If you prefer to apply in person or are unable to log in to the HotSpot website or download the HotSpot app from Google Play or App Store, please bring the required documentation to one of the below locations, where City staff will validate and set you up in HotSpot:

- After you have created your account, you will receive an email from HotSpot asking to confirm your email. Follow the prompts indicated in the email.
- Once you have confirmed your email, return to the HotSpot app, log in, and select the menu icon in the top left corner, and then "Manage my Vehicles"; follow the prompts to add your vehicle(s). For each vehicle you would like a permit for, add them now. Ensure your licence plate(s) are entered correctly, as this is what will be used to validate when you park in any of the waterfront parking areas.
If you are only using HotSpot to access your digital waterfront parking permit as a Barrie resident, you do not need to add a payment method.

Cancelling an application: If for any reason you would like to cancel your application, return to Permits tab and select “Cancel Application” under the Residential Permits heading.

Frequently Asked Questions
General Questions
No, you do not need a waterfront parking permit. Individuals displaying a valid accessible parking permit are permitted to park for free in all municipal paid parking locations, including the waterfront parking areas (in any of the parking spots, not just the designated accessible parking spots), but are required to abide by any time limits that may apply to that location.
The set fine for a parking violation in all applicable waterfront parking areas is $100 ($75 for early payment). All waterfront parking areas are patrolled by available officers as frequently as possible, but should you wish to report an infraction at the time of occurrence please call 705-739-4241 (depending on call volumes, you may need to leave a message) and officers will attend as soon as possible.
Enforcement Officers have a tool that checks if the licence plate number has a valid permit associated to it. They do not have access to any further personal information and do not track you.
To avoid a ticket, it is important that you select the vehicle you are currently driving when parking, and make sure there are no typos when you enter your licence plate number when setting up your account. You must follow all other traffic rules.
The City worked with HotSpot to complete a Privacy Impact Assessment to ensure the app is set up to protect your data. At no time will the personal information collected be shared or sold to third parties. For hourly/daily parking, individuals have a choice to set up an account/profile on Hotspot’s app or may still continue to pay by credit card or cash at the meter or machine.
For the resident waterfront parking permit, you may set up an account/profile on the app or website. Images provided (proof of address and vehicle ownership) within the HotSpot application are automatically deleted from the system after the application is reviewed.
If you are more comfortable in person, you can come to select City facilities and no HotSpot account needs to be created. City staff will review the documents in person at the counter (no copies are made or kept) and if approved, your licence plate number, name, address will be entered into the system, so Enforcement Officers on duty can check the number to ensure there is a valid permit attached to it. They do not have access to any further personal information and do not track you.

If the vehicle’s ownership reflects a company name/address, upload a third document which connects you to the company, for example a business card, proof of employment (pay stub), or a letter on company letter head. Commercial vehicles defined as a vehicle that has a registered gross weight (RGW) of more than 4,500 kilograms are not permitted.
There are unique situations in which a vehicle may be eligible for a free waterfront parking permit, even though it may not be associated with a Barrie address. Common situations:
- Individuals who have recently moved to Barrie whose vehicle ownership has not yet been updated
Apply using the vehicle ownership along with proof of residency of Barrie address (examples: tax bill, insurance bill, utility bill). The name on the proof of residency must match the name on the vehicle ownership. - Owners of property in Barrie
If you own property in Barrie but do not reside in Barrie yourself, you must submit one document as proof of ownership of a Barrie property. The proof of ownership must clearly indicate the Barrie address, name of the property owner, and depending on the documentation, should show a recent date issued. The name on the vehicle ownership shall match the name found on the proof of ownership document - Post-secondary students attending school in Barrie
Please use the comments section when applying to explain documentation. If the vehicle is registered in your parent’s name, one of your uploaded documents when applying must be "proof of access" to that vehicle (i.e. an insurance policy, listing you as a secondary or occasional driver). Proof of residency in Barrie can be a lease agreement, etc. - Individuals with rented vehicles
Residents who wish to receive a Waterfront Permit for a rental vehicle must do so in person at Service Barrie. Proof of residency along with the rental agreement must be provided for approval. If approved the permit will expire the same day as the rental agreement.
Eligibility is NOT OFFERED for the following situations:
- Vehicles owned by a caregiver or relative of someone who resides in Barrie, but vehicle owner does not have a Barrie address themselves;
- Vehicles visiting Barrie residents;
- Individuals residing in a short-term rental (summer lease, AirBnB, timeshare, etc.) who own a vehicle associated with a non-Barrie address;
- Individuals who do not live in Barrie or own a business and/or property in Barrie;
- Individuals who work in Barrie but do not live in Barrie;
- Motorhomes, trailers, buses, and other large vehicles that do not fit into a single parking stall.
Although you may not be eligible for a free permit, residents of neighbouring municipalities (Oro-Medonte, Essa, Innisfil or Springwater) can purchase a permit for $90, or non-residents (outside Barrie, Oro-Medonte, Essa, Innisfil or Springwater) can purchase a permit for $130.

- Barrie residents
If you are a resident with a digital permit associated to a Barrie address, and your vehicle has changed or if you would like to add another vehicle, please complete a new application via the HotSpot app or website.

If you are a resident of a neighbouring municipality (Oro-Medonte, Essa, Innisfil or Springwater) and have an associated permit, you are permitted to switch your vehicle.
For a new vehicle plate to be added to your account to switch, you must submit a new application with the same proof of residency documentation and the new vehicle ownership with the plate number you are looking to switch. Once approved, visit the “Permits” section in HotSpot, select "My Permits", select the permit and follow the prompts to switch the vehicle licence plate number. - Non-Residents
(outside Barrie, Oro-Medonte, Essa, Innisfil, or Springwater)
Non-resident permits outside Barrie, Oro-Medonte, Essa, Innisfil or Springwater are valid only for the vehicle that it is registered for at the time of purchase and cannot be switched. Additional vehicle(s) will each require their own separate purchased permit.
- Barrie residents
Applications can be rejected for several reasons; the rejection email you receive from HotSpot will detail the specific reason why it was rejected.
Reasons for an application rejection can include: additional documents needed, details are not clearly visible on documents, you submitted two ownerships but only listed one vehicle, etc.
If you selected a membership in error, please contact HotSpot at support@htsp.ca or 1-855-712-5888 to correct this.
To avoid this when setting up your HotSpot account for your digital waterfront parking permit, select "permits" when prompted to choose your primary use for HotSpot. If you select "parking" and agree to the parking membership, you may be charged $20 for the annual membership if you have a credit card on file.
