(Barrie, ON) – Following public consultation, the City has developed a Community Planning Permit System (CPPS) for the Allandale Major Transit Station Area (MTSA). A CPPS is a planning tool that streamlines development approvals and helps accelerate housing delivery in this key area of the city, while ensuring growth is thoughtfully integrated with the surrounding community.
Governed by the Council-approved Allandale Community Planning Permit (CPP) By-law, the permit system is anticipated to streamline review and reduce approval timelines to 45 days for developments in the Allandale MTSA. The CPP By-law replaces both the Zoning and Site Plan Control by-laws in this area, which means landowners only need one comprehensive permit to proceed with development; bypassing the separate reviews typically needed for zoning, site plans, and minor variances.
“This tool will help fast-track much-needed housing and new development in Allandale while balancing growth with the established character of the neighbourhood,” says Mayor Alex Nuttall.
While the original scope of the CPPS included both Downtown Barrie and Allandale, feedback received through public consultation highlighted the need for additional review, and as a result consideration of a CPPS for the downtown area has been deferred pending a future study. At this time, the CPP By-law applies only to Allandale, while the remainder of the city will continue to be governed by Zoning By-law 2009-141.
Through the process of developing the permit system, the community was encouraged to share feedback through several consultation opportunities, including stakeholder engagement sessions, an online survey, and an open house. Feedback helped shape the development of the CPP By-law, including community priorities and the CPP permit process.
Development of a Community Planning Permit System is a key initiative under the City’s Housing Accelerator Fund (HAF) Action Plan, to increase housing supply.
