Notice of Commencement | Barrie Wastewater Treatment Facility Expansion and Upgrades Municipal Class Environmental Assessment

Excerpt

The Project

The City of Barrie (City) is experiencing significant population growth, with projections estimating an increase to 298,000 residents by 2051. To support this growth, the City is proposing to expand and make upgrades to its existing Wastewater Treatment Facility (WwTF) to ensure long-term wastewater treatment capacity, environmental protection, and regulatory compliance (project). The WwTF, located at 249 Bradford Street (see map), has been in operation since its original construction in 1931. Since its commissioning, the facility has been expanded multiple times to accommodate increasing wastewater flows driven by population growth.

The Process

The Project is being undertaken in accordance with the Municipal Class Environmental Assessment (MCEA) Schedule C planning and design process. As part of the process, the City will develop and evaluate alternatives for expanding and upgrading the WwTF within the existing site boundary and present them for public comment. A Public Information Centre (PIC) is tentatively planned for late 2026 to share the alternatives considered and the preliminary recommendation. The PIC will be advertised in advance of the event.
