The 2024 Ontario Building Code replaces the 2012 Ontario Building Code (as amended) and increases harmonization with National Construction Code(s).
Transition Rules
The 2024 Building Code comes into effect on January 1, 2025, with a three-month transition period until March 31, 2025, for certain designs that may be underway. Please note the following key transition period dates:
Until December 31, 2024
- All building permit applications must be submitted using the 2012 Building Code.
From January 1, 2025 to March 31, 2025
- Permit applications may be submitted using the new 2024 Building Code or using the 2012 Building Code, if the applicant provides a complete application.
- A complete application means: all working drawings (including, but not limited to site plan(s), architectural drawings and details, structural, mechanical, electrical, plumbing, life safety, etc.), plans, documents, and specifications are submitted, and all permit application fees are paid in full.
- Site plan approval (if applicable) must be complete and a site plan agreement must be executed prior to March 31, 2025.
- Clear tracking of progress must be shown on permit drawings (in the Title Block) to show which version of the Building Code will apply. If no indication is provided, the Building Code in effect at the time of application will apply.
- Staff reserve the right to reject any application that is not considered to be complete as of March 31, 2025 at which time, the applicant will be required to amend application documents using the 2024 Building Code.
Effective April 1, 2025
- All building permit applications must be submitted using the 2024 Building Code.
