Transportation Assets

The City's transportation assets aim to provide safe, efficient, and accessible transportation options for residents and visitors, facilitating mobility within the community. Additionally, the City offers services such as parking management, road maintenance, traffic control, and transportation planning to ensure the smooth functioning of transportation systems and support sustainable urban development.

Transportation infrastructure includes: 

  • Roads: Paved roads, traffic control, streetlighting, roadside
  • Structures: Road bridges
  • Paid public parking: Paved lots, payment systems
  • Active transportation: Paved assets
  • Road weather information systems

Overall, the transportation asset replacement value is approximately $2.8B and transportation assets are in good condition. 

Asset Management Plan Key Findings

The 2025 Corporate Asset Management Plan includes three key findings:

  • The current average PCI across all roads is 71 (good condition) but based on projects in the 10-year Capital Plan, the PCI is projected to decline to 67.5 by 2034. The additional road investment needed to maintain the PCI at 71 over the 10-year period is estimated at $3.8 million per year.
  • A number of retaining walls have been identified that are at risk of failure, with an estimated 20 retaining walls (valued at approximately $10 million in total) needing renewal over the next 10 years.
  • There is an investment gap of approximately $350,000 annually for guiderails. Addressing deficiencies requires dedicated funding that is not specifically allocated in the capital budget.
