  The Harvie / Big Bay Point /Highway 400 crossing will open to the public today at 9pm.

  June 11, 2021

  The contractor has been working this spring and is still on schedule to open the Harvie Road Bridge to Big Bay Point by late June 2021. Unfinished activities required prior to opening:
   

  1. The final surface pavement has started and expected to be completed An additional lift of asphalt pavement is required throughout the entire project.
  2. Safety devices such as steel beam guide rail to prevent cars from going down the slopes will be installed.
  3. Concrete sidewalks and pedestrian safety hand railings are nearing completion
  4. New traffic signal lights to be turned on at Fairview Road/Harvie Road/Big Bay Point Road intersection. Another traffic signal will be installed at the future Bryne Drive and Harvie intersection and activated by pedestrians when they wish to cross Harvie Road.
  5. Installing street lights and all road signs.

  Painting the final asphalt road for cars and bicycles lanes. 

  April 29, 2021

  The contractor has returned to the site after the winter shutdown and started construction. Opening of the Harvie Road Bridge to Big Bay Point is expected by late June 2021. Unfinished activities required prior to opening:

  1. Continued earth work on the fill slopes leading up to the bridge.
  2. Safety devices such as steel beam guide rail to prevent cars from going down the slopes will be installed.
  3. An additional lift of asphalt pavement is required throughout the entire project.
  4. Concrete medians will be placed on the final asphalt on both the roadway approaches and the bridge.
  5. Concrete sidewalks and pedestrian safety hand railings to be installed.
  6. New traffic signal lights at Fairview Road/Harvie Road/Big Bay Point Road intersection.
  7. Installing street lights and all road signs.
  8. Painting the final asphalt road for cars and bicycles. ​
• 2020 Updates

  October 30, 2020

  Line painting is complete, lighting has been installed and signs are in place. Harvie Road West of Thrushwood Drive reopened on October 28. Veterans Drive, Fairview Road and Big Bay Point Road have reopened as of 3:30 p.m. today. The east side of the bridge is now complete and open, but the west side of the bridge requires further work in the spring. The entire project is scheduled to be complete in early summer 2021.

   

  October 7, 2020

  All roadwork on the east side of the bridge, including Big Bay Point Rd. and Fairview Rd., will be complete and open to traffic by late October. All roadwork west of the Harvie Rd. reservoir is wrapping up as well, and Harvie Rd. will reopen by the end of October. 

  The project contractor has made the decision to shut down operations for the winter at the end of October. While working into November and December may be possible, there is work that can’t be completed in low temperatures or under wet conditions. Work will be shut down over the winter months and will restart in spring. It’s estimated that the entire project will be complete by late June 2021.  ​

  August 4, 2020 

  Concrete pouring operation for the bridge deck was completed on Wednesday July 29, 2020. It took 18 hours to pour 1051m³ of concrete. The bridge when finished will be 104m in length and 31m in width, approximately ½ a football field.

  The bridge will have 5 lanes for vehicular traffic, 2 separate lanes for bicycles and 2 sidewalks for pedestrians

  Opening the bridge to traffic from Harvie Road and Big Bay Point Road is on schedule for October 30, 2020.

  Paving of the binder asphalt and pouring of concrete sidewalks is now complete from the future intersection of Bryne Drive and Harvie Road to Essa Road.

  The contractor is continuing to build the earth fill embankments up to the bridge on the east and west sides of Highway 400.

  The Project team continues to work safely within the COVID-19 restrictions.

  May 12, 2020

  During the overnight hours of May 12, 13 and 14, bridge girders will be installed. The contractor will put the girders in place during the overnight hours, weather permitting.

  On these days, Highway 400 will be closed in both directions between Mapleview Dr. and Essa Rd. for intervals of 15 minutes between 10pm and 6am.

  There are 26 girders to be installed, each being 2 metres high and about 45 metres long, 13 of them spanning the northbound lanes and 13 across the southbound lanes.

  March 27, 2020

  Over the last three months (January to March), the following work has taken place:

  • ​​preparation of concrete forms and placement of structural steel for the bridge abutments​
  • concrete girders manufactured for the bridge
  • delivery of fill material for the Harvie Road and Big Bay Point Road embankments
  • installation of storm sewers and watermains on Harvie Rd. west of Highway 400​

  In light of recent developments related to COVID -19, the Project team is monitoring and assessing impacts to the construction schedule.​
• 2019 Updates

  December 23, 2019

  Harvie Rd. is reopen at the Thrushwood intersection for local traffic only. The intersection of Veterans and Harvie is fully reopened.​

  November 13, 2019

  As a result of the recent cold weather and snow and the forecast for the remainder of the week, the anticipated schedule for the opening of Fairview Road has been pushed back to December 13, 2019

  November 11, 2019

  • The current schedule shows Fairview Road and Big Bay Point Road open by Friday November 29, 2019 (weather permitting).  Recent weather delays have slowed the placement of fill to bring up the grade of the new road up to 11 meters in elevation above the previously existing road elevation.  The contractor has been working to expedite this process and the City is monitoring their progress daily.  With the fill placement almost complete, underground infrastructure construction will then continue and paving is expected to be completed the week of November 25, 2019.
  • The intersection of Bayview Drive and Big Bay Point Road remains open to traffic. 
  • Bridge foundation construction on the east and west sides of Highway 400 has commenced and is now expected to be completed in the spring of 2020.  The bridge foundation in the median of Highway 400 will be completed this year. 
  • The completed overpass is still on schedule to be opened by fall 2020 and will provide a direct route for traffic on Harvie Road/Big Bay Point Road from Veterans Drive to both Bayview Drive and Fairview Road across the highway.

  September 26, 2019

  • Big Bay Point Road from the Bayview intersection easterly to 131 Big Bay Point is currently under a full road closure due to construction of service connections for a private development at 131 Big Bay Point Road until Sept 27, 2019.
  • The Harvie BBP Contract extended full closure until October 11, 2019, will allow Aecon to advance work that was originally planned to take place under partial road closures through to spring 2020.
  • The following work will be done during the extended closure; Watermains, Storm sewers, curb and gutter, electrical and hot mix paving.
  • The elapsed time of required for intersection delays and detours that affect the travelling public will be reduced significantly by completing the majority of work at the Bayview/Big Bay Point intersection in 2019.
  • The three local businesses within the closure will have access at all times.
  • Emergency services will still have access through the area.

  September 19, 2019

  • The bridge foundation on Highway 400 is underway. The east and west abutment foundation is under way. All foundation work is expected to be completed this year.
  • The road subgrade construction currently underway for raising Fairview and Big Bay Point 11m.
  • Reopening Fairview and Big Bay Point is currently on schedule for October 28, 2019.
  • The sanitary and water mains are continuing on Fairview and Big Bay Point.
  • Three of the four Whiskey Creek culverts have been installed.
  • Harvie Road from Essa to Veterans has resumed construction in September.
  • Harvie Road east of Veterans remains closed for constructing sanitary, watermain and storm sewers.
  • Alectra, Enbridge and Zayo have completed their relocations. Bell and Roger will be completed this fall.  

  May 9, 2019

  The Bayview Closure has been extended until May 24, 2019, weather permitting. The extension is due to several rain events and the additional work required due to the existing condition of underground infrastructure. Aecon will have all the underground sewers and water completed, the road widened, paved and curb and gutters in place when it is opened to traffic on May 24, 2019.

  May 2, 2019

  • Alectra relocation of powerlines on the East side of Hwy 400 is complete; and work on the West side is almost complete
  • Bayview Drive just north of Big Bay Point Road, Aecon has started the installation of underground utilities north of Big Bay Point Road (sanitary and storm sewers and watermains) and the re-instatement of the BCRY railway tracks. This road closure commenced on Tuesday, April 23rd and is expected to last for a period of three (3) weeks (until Tuesday May 14th, weather permitting).
  • Harvie Road from Essa to Veterans is closed, except for local traffic. Aecon will be installing sanitary and storm sewers and watermains, and a new road with pavement, curbs and sidewalks. The work will be completed August, weather permitting.
  • Alectra relocation of powerlines will be completed in May for the entire project
  • Bell relocation work on going
  • Rogers and Zayo relocation work on going
  • There is an upcoming road closure on Fairview Road and Big Bay Point Road from June 3 to October 29, 2019. 
  • The closure will extend from the Bayview Drive/ Big Bay Point Road intersection westerly along Big Bay Point Road and south of the ONroute Service Center parking lot entrance on Fairview Road.   The intersection of Bayview Drive and Big Bay Point Road will remain open to traffic.  The closure is required to facilitate the construction of the new embankments to raise Big Bay Point Road and Fairview Road approximately 11 m in elevation from existing and connect with the approach to the future bridge over Highway 400.  The major elements to be completed on the closed segment of roadway by the contractor include:

  1. ​​Raise road subgrade up to 11 meters in elevation
  2. Construct new Whiskey Creek 2.7 m x 1.5 m concrete box culvert crossing Fairview Road.
  3. Sanitary sewers; 250 mm and 300 mm in size.
  4. New watermains; 400 mm and 500 mm in size and value chambers.
  5. Temporary watermain; 400 mm and 750 mm in size.
  6. New storm sewers; 375 mm, 300 mm and 1200 mm in size.

  • ​​The detour routes to be utilized during the closure include Burton Avenue, Yonge Street, Huronia Road and Bayview Drive.

  April 2019

  Schedule:

  • Pedestrian safety in the construction site is a priority for the City of Barrie. All pedestrians are asked to respect the safety signage and not cross Harvie Road to access Beacon Road or Thrushwood Drive. Veterans Drive is the recommended alternative route for pedestrians.
  • The City continues to work with the local schools and the adjacent community to promote safety awareness in and around the construction site."

  • Aecon and their subcontractors have mobilized and begun working as of Oct 3rd
  • Tree Clearing has commenced on both the east and west sides of Hwy 400
  • Stormwater improvements on the west side of Hwy 400 are underway
  • Alectra relocation of powerlines continues along Big Bay Point Road
  • Bell relocation work along Big Bay Point Road is planned to commence in November
  • Bell fibre relocation in the vicinity of the new west bridge abutment has been completed
  • Pedestrian safety around the construction site is a priority for the City of Barrie. All pedestrians are asked to respect the safety signage and find alternative routes surrounding Harvie Road as this is an active construction site.

  Overall Progress to-date:

  • Stormwater Management upgrades west of Hwy 400 are completed.
  • Tree Clearing on both sides of Hwy 400 is complete

  September 2018

  • A construction kick off meeting was held with Aecon on Tuesday, Sept. 18.
  • Alectra utility relocations are occurring in the area around the Bayview and Big Bay Point Road intersection. Night work is occurring at times to minimize disruption to traffic.
  • Bell utility relocations are occurring on the west side of Highway 400.

  August 2018

  • Tenders closed August 8, 2018. All bids fell within the City’s estimate for the construction. The award process of the contract is proceeding with an anticipated start of construction late September 2018
  • Opening to traffic is expected Fall 2020
  • All archaeology has been completed and approved by the Province
  • LSRCA has approved the Drainage Study and are currently processing the permit application
  • The access road contract for utilities was completed within budget in June 2018
  • Utility relocations are underway and expected to finish in 2019
  • Property acquisition is ongoing and will not impact the construction schedule
  • Liaisons with MTO, LSRCA, DFO are ongoing

  May 2018

  • Clearing trees for the utility relocations was completed in March 2018
  • Archeological Study - Stage 4 Report on Fairview has been approved by the Province.
  • Drainage Study being finalized with LSRCA and MNRF
  • A contract to construct access roads for the utilities along Fairview has been tendered and this will be constructed in June 2018.
  • Utility Coordination approaching completion. Relocations expected to start in June.
  • The overall project tender is expected to be advertised in June 2018 and construction to begin in the Fall of 2018.
  • Opening to traffic is expected in the Fall of 2020.

  March 2018

  • Archeological Study - Stage 3 Report was reviewed with Huron –Wendat and Forwarded to the Province for approval.

  • 90% Design Submitted
  • Archeological Study - Stage 4 Field work was completed on the east and west side of Fairview Drive, just north of Big Bay Point Road. A Stage 4 assessment involves implementing conservation strategies for archaeological sites that are of cultural heritage value or interest.
  • Drainage Study - being finalized based on comments from LSRCA and City of Barrie
  • Clearing contract is being drafted
  • Utility Coordination ongoing
  • Property acquisition is ongoing (R-Plans should be deposited shortly)
  • Liaison with MTO, LSRCA and utilities is ongoing

  September 2017

  • The 60 percent design has been completed by the Design Consultant and reviewed by the City.
  • Offers to purchase property have been sent to all private properties required east of Highway 400. Notice of Application: Expropriating land to accommodate a crossing over Highway 400 
  • The Stage 4 archeological field investigations were completed on Harvie west of Highway 400. Additional Stage 2 work was also completed on the east of Highway 400.
  • Utility companies are using the 60 percent design to develop their relocation plans. The Project team will continue to work with all utility companies to identify and address conflict points and confirm plans related to the relocation of utilities, as required.  Based on current timelines, utility relocations are expected to commence in the spring of 2018.
  • The Ministry of Transportation is preparing a draft cost sharing agreement for the design and construction for the following work:
    
    • Resurfacing of Highway 400, replacement of median barrier and drainage system upgrades between Mapleview Drive to Essa Road.
    
    • Pavement rehabilitation of the MTO carpool lot (southwest quadrant of Essa Road/Ardagh Road).
  • The City continues to have monthly meetings with MTO. MTO has reviewed the 60 percent design.
  • Detailed design is on track to be completed by the end of 2017.
  • Construction is on track for 2019 and 2020. City Staff are making every effort to advance the construction works.

  May 2017

  • The Stage 4 archaeological field investigations started May 29, 2017. There will also be Stage 2 assessments done on the future utility corridors on Harvie Road, Big Bay Point Road, Bryne Drive and Fairview Road over the summer.
  • The general roadway cross section has been set at 2 lanes in each direction, a continuous left turn and with buffered bike lanes and sidewalks on each side of the roadway.
  • The City has initiated discussions with Property owners impacted by the design in an effort to reach a negotiated settlement.
  • A utility coordination meeting was held on April 28 with all utility authorities. Based on current timelines, utility relocations are expected to commence in the winter of 2018.
  • The City is working with the MTO to finalize design cost sharing agreement.
  • A construction cost sharing agreement will be developed after the design is finalized on the following items for Highway 400 from Mapleview Drive to Essa Road:Highway 400 resurfacing, median barrier and drainage system and the MTO carpool lot (southwest quadrant of Essa Road/Ardagh Road).
  • Detailed design is on track to be completed by the end of 2017.
  • Construction is on track for 2019 and 2020. City Staff are making every effort to advance the construction works.

  March 2017
  Below is the March 2017 update on the progress of the detailed design associated with the new crossing over Highway 400 connecting Harvie Road and Big Bay Point Road:

  • Site investigations for the bridge structure abutments and median pier are complete.
  • The Stage 4 archeological field investigations are scheduled to start May 29, 2017.
  • A utility coordination meeting was held on March 16, 2017 with Enbridge Gas.   The Project team will continue to work with all utility companies to identify and address conflict points and confirm plans related to the relocation of utilities, as required.  Based on current timelines, utility relocations are expected to commence in the winter of 2018.
  • City’s Design Consultant, Hatch has completed 30% design drawings for the Highway crossing.
  • City staff are reviewing the draft cost sharing agreement prepared by the MTO. The Agreement will cover  the design of the following items:
    • Resurfacing of Highway 400, replacement of median barrier and drainage system upgrades between Mapleview Drive to Essa Road ; and
    • Pavement rehabilitation of the Essa Road Interchange ramps and the MTO carpool lot (southwest quadrant of Essa Road/Ardagh Road)
    • Regarding and landscaping of disturbed areas, and pavement markings.
  • Detailed design is on track to be completed by the end of 2017.

  February 2017
  Below is the February 2017 update on the progress of the detailed design associated with the new crossing over Highway 400 connecting Harvie Road and Big Bay Point Road:

  • Site investigations for the bridge structure abutments and median pier are nearing completion.
  • The Stage 3 archeological report has been distributed to First Nations and other stakeholders. A Stage 4 archeological investigation has been recommended. The Stage 4 field investigations are expected to be carried out in the spring of 2017 once ground conditions permit.
  • The general roadway cross section has been set at 2 lanes in each direction, a continuous left turn and with buffered bike lanes and sidewalks on each side of the roadway.
  • A draft R-Plan for the northwest quadrant of the highway crossing has been prepared. Property appraisals and acquisition discussions with affected property owners have been initiated.  The draft R-Plans for the remaining quadrants will be submitted before the end of February 2017.
  • A utility coordination meeting was held on January 10^th 2017.  A subsequent utility meeting has been arranged for February 24, 2017.  The Design Consultant, Hatch Corporation (Hatch), will continue to work with all utility companies to identify conflict points and determine timeframes for utility relocations.  Based on current timelines, utility relocations are expected to commence in the winter of 2018.
  • Hatch is completing the 30% design drawings including plans and profiles and will submit the entire 30% design package by the end of February 2017. 
  • The revised preliminary design report for the planning of the Harvie Road crossing and possible future interchange was submitted on February 3^rd, 2017 for review by City staff and Ministry of Transportation (MTO).
  • MTO is preparing a draft cost sharing agreement to include the design and construction of the following items on Highway 400 from Mapleview Drive to Essa Road:
    • Highway 400 resurfacing, median barrier and drainage system; and
    • Pavement rehabilitation of the Essa Road Interchange ramps and the MTO carpool lot (southwest quadrant of Essa Road/Ardagh Road).
  • Detailed design is on track to be completed by the end of 2017.
• 2016 Updates (Design)

  October 2016
  Below is the October 2016 update on the progress of the detailed design associated with the new crossing over Highway 400 connecting Harvie Road and Big Bay Point Road

  • The draft  general arrangement drawings for the  bridge with abutments locations and span arrangements will be forwarded to MTO for review
  • Survey work has been completed and ground model data being processed
  • The traffic modelling has been completed and the final draft traffic report is being drafted.
  • The preliminary design draft report for the planning of the Harvie Road crossing and possible future interchange is being prepared. This will ensure a future interchange is not precluded.
  • MTO is internally reviewing the draft cost sharing agreement. MTO work includes the following items:
    • detail design of the Highway 400 resurfacing
    • median barrier
    • median drainage system; and
    • pavement rehabilitation of the Essa Road Interchange ramps and the carpool lot (southwest quadrant of Essa/Ardagh Road).
  • The Stage 3 Archeological site investigations now complete and report is being drafted
  • Foundations and geotechnical field investigation are currently underway
  • The risk assessment for both construction costs and schedule is being planned

  September 2016
  Below is the September 2016 update on the progress of the detailed design associated with the new crossing over Highway 400 connecting Harvie Road and Big Bay Point Road

  • Preliminary design of the structure has been initiated.
  • Topographical Survey work has commenced for both Hwy 400 and the Harvie Roadway extension.
  • Traffic modeling is underway.
  • City staff are continuing discussions with MTO on a cost-sharing agreement to include:
    • the detail design of the Highway 400 resurfacing,
    • median barrier,
    • median drainage system; and,
    • pavement rehabilitation of the Essa Road Interchange ramps and the carpool lot (southwest quadrant of Essa/Ardagh Road).
  • Archeological investigations are underway. The Huron-Wendat First Nation will have on-site monitors during the investigations.
  • Geotechnical , environment and heritage assessments are  also be underway.

  August 2016
  Below is the August 2016 update on the progress of the detailed design associated with the new crossing over Highway 400 connecting Harvie Road and Big Bay Point Road:

  • Hatch has reviewed all of the background information.
  • Survey work has commenced to collect and update the ground model.
  • Monthly meetings have been held with MTO and Hatch to ensure the project will be delivered on time.
  • Traffic modeling has been initiated.
  • Preliminary plans for the crossing are being developed to determine the structure length and width and the span arrangements. This work will fix the abutment and pier locations along Hwy 400 and allow foundation investigations to commence in September 2016.
  • MTO is working on a draft cost-sharing agreement that includes:
    • the detail design of the Highway 400 resurfacing,
    • median barrier,
    • median drainage system; and,
    • pavement rehabilitation of the Essa Road Interchange ramps and the carpool lot (southwest quadrant of Essa/Ardagh Road).
  • Letters have been mailed to all agencies, First Nations and provincial ministries advising of the project.
  • Archeological, geotechnical, environment and heritage investigations are scheduled to begin in September 2016.

  July 2016
  The purpose ‎of the July 14, 2016 memo to Council (PDF) is to provide a quarterly update on the progress of the New Crossing over Highway 400 connecting Harvie Road and Big Bay Point Road. A summary of the quarterly update is provided below.

  • The detail design assignment was awarded to Hatch Corporation,(Hatch)   on June 30, 2016.
  • The kick-off meeting between the City of Barrie and Hatch was held on  July 14, 2016,
  • Hatch has begun to review and collect all background information to ensure that the detail design is delivered on time.
  • A startup meetings with MTO have also occurred and MTO have been providing all of their background files and an internal MTO team are supporting this project, Monthly meetings will be held with MTO and Hatch to ensure the project will be delivered on time. 
  • Traffic modeling and background reports are being reviewed and updated  
  • The consultant will also initiate the archeological work and environmental field investigations, surveys, and foundations investigations as early as mid-August onwards
  • City staff are working with MTO on a cost-sharing agreement to include the detail design of the Highway 400 resurfacing and includes median barrier , median drainage system, pavement rehabilitation of the Essa Road Interchange ramps, the carpool lot , southwest quadrant of Essa/Ardagh  Road.

  May 2016

  The purpose ‎of the May 16, 2016 memo to Council (PDF) is to provide and update on the  progress of the New Crossing over Highway 400 connecting Harvie Road and Big Bay Point Road. A summary of the update is provided below.  

  The Request for Pre-Qualification (RFPQ) closed on January 21, 2016 and the City has pre-qualified the two consultants to proceed to the Request for Proposal (RFP) Stage.  The RFP for the Harvie Crossing Design Assignment was issued on April 8, 2016 to the two pre‑qualified consultants.

   The MTO advised the City in March 2016 that, pending confirmation through completion of the MTO’s environmental assessment process, there is no longer a center-line shift of Highway 400 planned at Harvie Road/Big Bay Point Road.  This resulted in several changes to the scope of work which were reflected in the RFP:

  •  Reduces the Highway 400 staging requirements for the construction of the Harvie Crossing;
  • Allows coordination of the MTO’s centre median barrier project;
  • The first stage of bridge construction will span the future 10-lane highway, rather than the existing 6-lane highway as was contemplated at the time of completion of the Class EA. 

  In order to coordinate construction in the most effective way, the MTO’s centre median barrier work (from Mapleview Drive to Essa Road) has been included in the City’s RFP and will be included with the City’s construction contract.  The MTO will pay for their scope of work through a cost-sharing agreement with the City.

  February 2016
  The purpose ‎of the February 8, 2016 memo to Council is to provide a quarterly update on the progress of the New Crossing over Highway 400 connecting Harvie Road and Big Bay Point Road.

  Through Motion 15-G-200, Council approved the completion of the Class Environmental Assessment (Class EA) for a new crossing over Highway 400 to connect Harvie Road and Big Bay Point Road and approved the design funding for the project.  The Notice of Completion for the Class EA was filed on October 16 and 17 2015 as part of the mandatory 30 day notice period and no Part II Order Requests were received, which means the City may now proceed to the design phase of the project.  The next phases of the highway crossing project include design and approvals, property acquisition, utility relocations and construction.

  The preferred design recommends the crossing be designed for the ultimate 7 lane configuration compatible with the widening of the highway, but constructed for five lanes in the interim.​
