Definition of Smoke or Smoking
Per the by-law, smoke or smoking is defined as "the inhaling or exhaling of a lighted tobacco or lighted cannabis product or any other lighted paraphernalia or product commonly used for or has the intended purpose of the act of smoking and shall include the holding of a tobacco or cannabis product or any paraphernalia or product whether or not the product is lighted."
Smoking/Vaping Prohibited in Public Spaces
Smoking is prohibited in all public spaces (i.e. walkways and parks) and workplaces. Failure to obey the City’s Smoking By-law could result in a fine of up to $100,000 if on City property such as a park. A person can smoke/vape in Barrie on private property.
Summary of Smoke-Free & Designated Smoking Areas
- Recreation centres and arenas are completely smoke-free on the property as well an additional 20 metre radius surrounding the property.

- Smoking is not permitted on all property owned or operated by the City of Barrie which are designated as open space, environmentally protected lands, urban squares, to be used by the public for active or passive recreational uses, sporting events, splash pads fitness areas etc.
- Smoking is not permitted on outdoor food service patios as well as additional nine metres surrounding the patio.
When in doubt, put it out.
Signage is installed at City parks and facilities to remind people where smoking is not permitted, however if in doubt, put it out. By-law enforcement staff educate people on the regulations and conduct enforcement when required.
