Purpose
To establish and maintain a policy concerning the procurement of goods and services.

The Municipal Act r 2001, S.O., Section 270 requires all municipalities and local boards to establish and maintain a policy concerning the procurement of goods and services in the form of a by-law.

The Procurement By-law ​provides the mechanism to ensure that competitiveness, objectivity, fairness and transparency exist in the Corporation's procurement processes. It also offers a variety of methods for the procurement of goods and services, with sufficient direction for staff to ensure procurement processes are managed consistently throughout the organization. Ultimately, the by-law helps staff and Council ensure their procurement decisions reflect "best value", and minimize costs to the taxpayer.

The Procurement By-Law provides the framework for the City’s procurement processes and decisions; and how we meet our obligations under applicable legislations, common law and trade agreements. In addition the Procurement By-Law provides a way to communicate the City’s procurement policy and practices to the taxpayer, general public, and in particular the vendor community. This provides vendors, who may be interested in doing business with the City, with a way to learn about our guiding principles and policy as it relates to the City’s spending and procurement processes. It ensures both City Staff and Vendors are on the same page.
