A new bridge was constructed over Lovers Creek in place of the existing steel pipe culvert. This bridge replaced the rusted-out culvert to improve stormwater conveyance and environmental features under Tollendal Mill Road. The project also included a new watermain crossing that will reinforce the distribution system.
The corrugated-steel culvert under Tollendal Mill Road had deteriorated and was at the end of its useful life. Based on the 2019 Drainage Master Plan, the existing culvert was found to be undersized for the storm flows experienced in Lovers Creek.
Additionally, the creek banks in this area had suffered significant erosion that damaged the natural habitat in the creek. Lastly, the new watermain installation in this project now connects the existing dead-ends on either side of the creek to create necessary looping in the water distribution system.

Project Updates
Fall 2023
This project was substantially completed in Fall 2022. Various repairs and deficiency work has been ongoing in 2023 and the project is now complete.
Project Features
This project included the following detailed scope of work:
- Demolition of the existing culvert;
- Construction of a new 24m long, 16m wide bridge;
- Roadwork including minor widening to accommodate the new bridge;
- Stream realignment and bank restoration of the open channel;
- New 300mm diameter watermain on the north side of Tollendal Mill Road from Royal Oak Drive to Coxmill Road including a trenchless (tunnel) crossing under Lovers Creek.

Traffic Impacts
Tollendal Mill Road was closed for the duration of construction. The road closure extended from approximately 70m west of Cox Mill Road to 250m east of Royal Oak Drive, traffic was detoured to Hurst Drive from Cox Mill Road.
