The Community Planning Permit System (CPPS) is in effect for the Allandale Major Transit Station Area (MTSA). This planning tool replaces Zoning By-law, Site Plan Control, and minor variance processes within the CPPS area with a single, integrated approval system.
The CPPS is a land use planning tool that the City of Barrie is using to streamline development approvals, encourage more homes to be built faster, conserve our heritage character, and create certainty for both community members, and landowners/developers.
The CPPS is to provide for:
- Faster decision-making through a 45‑day review timeline, while clear expectations are established upfront regarding permitted uses, development standards, conditions, and allowable variations; and
- Greater flexibility to support good design, heritage conservation, housing, and transit-oriented development, alongside a streamlined path from planning approval to building permit once conditions are met.
Allandale MTSA Community Planning Permit By-law
The Allandale Community Planning Permit (CPP) By-law was adopted by City Council on June 17, 2026, to implement the Community Planning Permit System (CPPS) in the Allandale Major Transit Station Area (MTSA). The By-law establishes Districts, instead of Zones, which align with the land use mapping established in the City’s Official Plan.
The Community Planning Permit Districts Map identifies which properties the Allandale CPP By-law applies to and the Districts.
Steps for Application Review
- Schedule a pre-application consultation meeting with City staff by completing an online application.
- Submit a complete Allandale Community Planning Permit application.
- The required pre-application consultation meeting will determine which classification of permit is required to facilitate the proposed development, the associated application fee, and the requirements for making a complete submission.
- Record of pre-application consultation, including the confirmed reports and studies list, will be required with complete application submission.
- Work with staff during the review period of 45-days. Obtain conditional approval, or approval without conditions.
- Fulfill all conditions, if applicable.
- Issuance of a Community Planning Permit.
- Proceed to Building Permit submission.
The Allandale CPP By-law does provide certain exemptions to the requirement of a CPP. Awnings, fences, gazebos, porches, swimming pools, hot tubs, and storage sheds no greater than 15 square metres that meet all requirements of the By-law are exempt from requiring a permit.
