About the Proposed Development

The County of Simcoe has submitted an application to request an Exemption from Full Site Plan Control to facilitate the construction of a temporary emergency homeless shelter at 20 Rose Street using prefabricated modular buildings. The County of Simcoe intends to construct and open the temporary homeless shelter as soon as all required approvals are obtained, and it will operate until April 28, 2023.

The temporary homeless shelter will make use of the existing driveways, parking areas, and landscaped areas on the otherwise vacant property. It will provide beds for approximately 51 individuals in a shared accommodation format (two sets of bunk beds per room except for barrier free/accessible bedrooms) and will include a common living space, bathrooms, a common dining area, kitchen area, as well as an office for the on-site management. There will be security and shelter staff on site, with approximately 6-8 staff total, to help provide a safe space and facilitate shelter accommodations.

The temporary facility will be removed in 2023, in advance of construction of the long-term planned use of the site, being a large-scale Ontario Works and County Social and Community Services building, including permanent affordable housing units, which is anticipated to begin in late 2023 (formal application submission pending).

Project Updates

November 22, 2022

The provincial Ministry of Transportation (MTO) has issued a Building and Land Use Permit in accordance with the Public Transportation and Highway Improvement Act. The City has received and is currently reviewing the building permit application. Delivery of the modular, pre-fabricated units to the site is expected today (Tuesday, November 22) however construction and assembly of the temporary homeless shelter will not begin until the building permit has been issued.
