Blackthorn Development Corp. on behalf of Dunlop Developments (Barrie) Inc. proposed a Zoning By-law Amendment application for a 25 storey mixed use building containing 160 residential units, 822.22 square metres of ground floor commercial space, and 135 parking spaces. 

Council approved a Zoning By-law Amendment to add special provisions to the existing ‘Central Area Commercial’ (C1-1) zone to permit an increase in GFA to 1000% and the removal of the requirement for landscape buffer area.  The requested additional height of 80 metres was not supported, and the parking standard was modified to allow a parking reduction to 1.2 spaces per residential unit.
