Scam Alert
We’ve received reports of a text message scam stating to act on an "Ontario Speed Sanction Warning" to avoid demerit points deductions. Please note: Penalty Orders under the Automated Speed Enforcement program are issued by mail/courier only; the City does not text or email Penalty Orders. Demerit points are not deducted for camera-based offences.
Automated Speed Enforcement (ASE) is a system that uses speed cameras to enforce speed limits. Speed cameras are an affordable way to enforce speed limits, slow down motorists and improve public safety.
At the September 24, 2025, Barrie City Council meeting, Council directed staff to begin phasing out the ASE program. This decision was made ahead of the Province of Ontario’s announcement of upcoming legislation to ban ASE across the province, which if passed, will prevent the use of municipal speed cameras immediately.
Existing cameras in Barrie will remain active for now in Community Safety Zones, and the City will announce an end date for the program once provincial legislation has passed. Outstanding tickets and new tickets issued between now and until the program ends remain valid. Refunds will not be issued.
As of May 21, 2025, and as per the Administrative Penalty System By-law, the City of Barrie’s Automated Speed Enforcement operates as an Administrative Penalty System as opposed to filing a charge with the Provincial Offences Court. An Administrative Penalty System provides for a less complex but fair and transparent alternative to the court process. As with the court process, only the registered owner or authorized representative of a vehicle plate can appeal an Administrative Penalty Order.

Administrative Penalty Orders are issued by mail only; the City does not email or text penalty orders. During the Canada Post strike, Administrative Penalty Orders may be delivered by an alternate courier.
Failure to address your Penalty Order within 30 days may result in late fees being applied to the penalty amount and the Ministry of Transportation of Ontario being notified to prevent renewal of your vehicle plates or issuance of a new vehicle plate.
Option 1: Make Payment
The person paying will be required to provide the Penalty Order number (20 digits) and the total amount of the Penalty Order to make payment. Payment can be made using one of the following methods.
Payments must be received by the City of Barrie no later than 30 calendar days from the Deemed Service Date stated on the Penalty Order. Please ensure to allow enough time for payments to be forwarded to the City of Barrie if paying through a bank.

Option 2: Appeal
There are two levels of appeal with Administrative Penalties. For both levels, an owner can designate an authorized representative to represent them at an appeal.
Appeal requests can be submitted online or in person by attending the prosecutions office, 45 Cedar Pointe Drive, during regular business hours (8:30am–4:30pm Monday to Friday, excluding holidays).
Both Screening and Hearing Officers have the authority to confirm, reduce and/or provide additional time to pay the Penalty Order, and can also cancel a Penalty Order should there be credible evidence provided and reason to do so. These reasons are set out in the Administrative Penalty System By-law.
First Level Appeal: Appeal to a Screening Officer
A registered vehicle plate owner can appeal their Penalty Order by requesting a review of the Penalty Order. The request must be made within 30 days from the Deemed Service Date noted on the front of the Penalty Order.
Second Level Appeal: Appeal to a Hearing Officer
The decision of the Screening Officer can be appealed to a Hearing Officer should an owner feel the decision is not just. Details on requesting an appeal to a Hearing Officer are included in the Screening Officer's written decision. The Appeal to a Hearing Officer request must be submitted within 30 days of Screening Officer's decision. The decision of the Hearing Officer is final.
